Economics, Research Design and Evaluation - Temporary Term Contractual (TTC)-1700000126   Labor Markets and Social Security Division (SCL-LMK)   Economics, Research Design and Evaluation Contractual for the Project “Inclusive Retirement Savings: From Access to Use in Chile, Colombia, Mexico and Peru” – Temporary Term Contractual (TTC)   TERMS OF REFERENCE   Background   Established in 1959, the Inter-American Development Bank (“IDB” or “Bank”) is the main source of financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing countries. In 2015 the Multilateral Investment Fund (MIF), the Inter-American Development Bank (IDB) and the Metlife Foundation approved funding for the regional project “Inclusive Retirement Savings: From Access to Use in Chile, Colombia, Mexico and Peru”. The project seeks to increase the number of low-income and self-employed workers who use retirement savings products. The project’s beneficiaries will be 400,000 low income and self-employed or micro-entrepreneurs, who will increase their mandatory and voluntary contributions to pension savings schemes and thus increase their income during retirement.   The general model of intervention will be based on a cycle of three types of actions: i) knowledge dissemination and awareness workshops or events with stakeholders that can promote retirement savings among the self-employed; ii) studies to gauge the obstacles existing in the four countries and evaluate the feasibility of providing incentives for the self-employed to contribute to retirement savings; and iii) pilots of solutions (incentives, products, channels, etc.) to increase the use of retirement savings among those workers.   Consultancy objective(s)   In line with the objectives of the regional project “Inclusive Retirement Savings: From Access to Use in Chile, Colombia, Mexico and Peru”, the Labor Markets and Social Security Division of the IDB (henceforth “IDB/LMK”) is looking to hire a contractual (henceforth “the provider”) to provide technical support to the design, implementation and evaluation of interventions developed under the framework of the mentioned project.   Main activities   The selected candidate will:

  • Design, evaluate and/or revise the methodology and instruments applied throughout the implementation of the project
    • Design, evaluate and/or revise the methodology applied in diagnostic studies and viability and scalability assessments of interventions
  • Coordinate the development of detailed technical proposals of solutions to promote voluntary retirement savings contributions
    • Work extensively with selected technical counterparts in the four countries to identify and implement pilot solutions to increase voluntary retirement savings
  • Work with IDB/LMK and MIF team members in the implementation of a knowledge and communication strategy of the project
    • Support the establishment of an online knowledge platform and the maintenance of the project website
    • Participate in external events related to the content of the project
    • Provide support to the organization of seminars, workshops, and technical colloquia
  • Identify synergies with other IDB/LMK project
    • Collaborate with the Pensions Network for Latin America and the Caribbean (Red PLAC, for its Spanish abbreviation) with regards to those activities which could benefit both projects
    • Collaborate with the technical team of the Longitudinal Social Protection Survey (ELPS, for its Spanish abbreviation) on activities that promote knowledge about voluntary retirement savings plan contributions
  • Design, plan, and implement impact evaluations of project interventions
    • Prepare impact evaluations taking into consideration, i) the theory of change describing the way in which a given intervention will achieve the desired outcomes, ii) intermediate results of the intervention iii) specifications of evaluation questions; and iv) appropriate indicators to measure impact
    • Identify the methods available to implement rigorous impact evaluations, and assess the benefits and drawbacks of each of these methods, respectively, to choose the most appropriate one for each case
    • Identify the causal impact of the interventions on the outcome of interest following best practices of randomized controlled trials (e.g. random assignment of treatment and control status)
  • Participate in any other activity that might contribute to the success of the project

Reports / Deliverables   The contractual is expected to deliver the following products:

  • Workplans and concept notes laying out the details of proposed initiatives to be carried out in the countries of the project
  • Biennial project progress reports (for MIF review)
  • Annual donor reports (for external reporting)

IDB/LMK will retain any intellectual property rights of work prepared by the contractual in the context of this consultancy.

Qualifications

  • Academic Degree / Level and Years of Professional Work Experience: Masters in Economics or related discipline and demonstrated interest and expertise in research design, causal inference, behavioral economics and quantitative methods. At least five years of corresponding research experience (PhD desirable).
  • Languages: Excellent English and Spanish language skills required.
  • Areas of Expertise: Quantitative and qualitative social science research, impact evaluations, applied behavioral economics, causal inference, and experience working with public and private sector actors, preferably in Latin America. 

Skills: Outstanding analytical, research, synthesizing and communication skills. Wide-ranging knowledge of the academic literature on behavioral economics and financial inclusion is preferred. Expert knowledge of statistical packages such as STATA, and/or SPSSS and/or R required. Advanced knowledge of Microsoft Office package required.   Characteristics of the Consultancy

  • Supervision: The contractual will be supervised by the Lead Specialist of IDB/LMK
  • Payment and Conditions: Compensation will be determined in accordance with Bank’s policies and procedures. The Bank, pursuant to applicable policies, may contribute toward travel and moving expenses. In addition, candidates must be citizens of an IDB member country.

Visa and Work Permit: The Bank, pursuant to applicable policies, may submit a visa request to the applicable immigration authorities; however, the granting of the visa is at the discretion of the immigration authorities. Notwithstanding, it is the responsibility of the candidate to obtain the necessary visa or work permits required by the authorities of the country(ies) in which the services will be rendered to the Bank.
