Position description

This position is located in the Bureau of Legislative Affairs (H), Office of the Assistant Secretary. The Bureau of Legislative Affairs serves as a liaison between the Department of State and Congress. The Bureau is responsible for advancing the President’s and the Department’s legislative agenda in the area of foreign policy and/or strategy. The Bureau’s primary mission is to ensure that the President’s and Secretary’s foreign policy priorities are reflected throughout the legislative process. To succeed in its mission, H establishes broad professional working relationships with Congressional committees that have oversight responsibilities for foreign affairs and State Department operations.

The incumbent serves as a Senior Advisor. Responsible for coordinating and directing activities related to the Department of State's response to congressional investigations and State’s interaction with Congress as it conducts oversight of the Department’s policies, initiatives, and procedures. Incumbent will report to the Assistant Secretary and will work directly with a broad range of high-level State Department officials in coordinating State’s response to congressional investigations. Act as an official representative of the Department of State to the U.S. Congress.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).


  • Serves as a senior adviser and expert to H senior bureau leadership, provides advice on a range of complex issues and formulates recommendations on Congressional matters for Department principals.
  • Tracks legislation, policy and management issues of interest on Capitol Hill, reporting in a timely and responsive manner to the Bureau and Department principals.
  • Coordinates the preparation of testimony, briefing materials and written and/or oral communications to Congress.
  • Represents the Bureau at hearings and floor debates on matters affecting the Department and participates directly in the development of legislative initiatives and strategies.
  • Maintains daily, continuous contact with members of Congress, personal offices and committee staff, as well as senior officials in H and the Department for the purpose of soliciting and sharing views, advice and providing assistance on current or pending legislative activity.
  • Directs various aspects on a wide range of legislative issues related to economic, business and environmental affairs and communicates effectively with internal and external stakeholders.
  • Develops and maintains a broad range of Congressional committee and personal staff contacts in an effort to sustain and increase support for the Department’s and the Administration's programs, policies and positions.

  • Must be able to obtain and maintain a Top Secret security clearance.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;


Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;


Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.


Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.


Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience evaluating and interpreting complex legislation and foreign policies to develop recommendations to advance legislative agenda, goals and objectives.
  • Experience coordinating and presenting testimony, briefing materials, and written and/or oral communications relating to the development of legislative initiatives to Congress
