Resident Director/Senior Director: Nepal

The National Democratic Institute for International Affairs (NDI) is seeking to hire a Resident Director/Senior Director in Nepal to implement a multi-year, multi-million dollar technical assistance program funded by USAID. A well-qualified candidate will possess experience implementing large democracy development programs in Asia, particularly related to political parties, elections and legislative strengthening, and the ability to administer program activities, finances, and personnel in a challenging operating environment. He/she will be based in Kathmandu. S/he will be responsible for providing financial oversight and technical support to the Institute's overall program portfolio.

This position is subject to USAID approval. The anticipated start date will be in August 2018 . Salary is commensurate with experience.


  • Oversee program implementation to ensure NDI is meeting stated program goals
  • Provide management and oversight of local and expatriate staff
  • Coordinate with domestic and international partners on the implementation of joint programming
  • Establish and maintain close working relationships with political parties, parliamentarians, government officials and civil society groups in Nepal, as well as the US Embassy and USAID, and other implementing partners, and local/international non-governmental organizations
  • Proactively design and propose draft concept notes, statements of interest, proposals, and other new business-related tools in collaboration with the Washington DC-based staff for use with possible US and non-USG funders
  • Ensure adherence to NDI Washington and Nepal policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions
  • Report on program activities and political developments in Nepal that may affect program outcomes to the Washington, DC-based staff on a regular basis
  • Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results




  • Undergraduate degree in a field of study related to international development; graduate degree in political science, international relations, public policy, law, or related field
  • A minimum of 14 years of experience managing programs for the Resident Director position, and a minimum of 20 years of experience for the Resident Senior Director level
  • A minimum of ten (10) years of experience working on parliament/legislative strengthening as well as additional experience working on political party programs
  • Experience working in a developing country, or a challenging political environment; South Asia experience preferred
  • Experience in results-oriented program design, strategic planning, and program evaluation
  • Demonstrated ability to work effectively with senior political leaders, election and government officials, parliamentarians, civil society organizations and members of the donor and diplomatic community
  • Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers
  • Proven capacity to meet program goals while managing financial, administrative, and security responsibilities
  • Sound political and negotiation skills, and extensive experience working on parliamentary and electoral issues
  • Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English
  • Exceptional analytical skills for interpreting complex program and political issues
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
  • Experience in implementing large USAID-funded international development programs strongly preferred
  • Working knowledge of PC-based word processing and spreadsheet applications; experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired
