Senior Analysts - responsible for overseeing the development and sustainment of U.S. Army Combined Arms Training Strategies (CATS) for the current Active Army (AA), and Reserve Component (RC). Development of new CATS IAW Army organizational and doctrinal changes; and sustainment of existing CATS by validation/assessment of existing CATS for revision and/or development. TRADOC Pamphlet (TP) 350-70-1, Training Development in Support of the Operational Domain.
Independent review and analysis to provide support to monitor CATS development and sustainment, respond to CATS information requests, host CATS IPRs and coordinate unit and Proponent school CATS validation. Review and document integration of CATS Program requirements, providing quality control oversight. Provide CATS Fielding with ATMS mobile training team and provide input for development improvements. Integrate emerging doctrine through work plan development and creation or sustainment of a holistic CATS and/or standardized METL CATS. Develop training models. Create, review, and revise a Front End Analysis report and complete a comprehensive crosswalk into the ATMS CATS Development Tool. Analyzes actual and predictable interacting operational activities of a military, governmental, or business system to obtain a qualitative or quantitative, rational basis for decision-making, policies (e.g., Doctrine, Organization, Training, Leader Development, Material, Personnel, Facilities (DOTLMPF) or resource allocation in support of US Government policy goals and objectives. Utilizes judgment, experience and subject matter expertise, decision support tools, and basic to extremely complex modeling and measurement techniques, mathematics, statistical methods and other principles in the professional body of knowledge in determining solutions. Provides integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation based decision support system applications. To work effectively with TRADOC and FORSCOM representatives during the development/sustainment of the CATS personnel must possess:
- Demonstrated knowledge of the Army Training Management process, have a working knowledge of CATS development in accordance with TRADOC PAM 350-70-1, and have a working knowledge of the Digital Training Management System (DTMS), the DTMS CATS Development Tool, and the Army Training Network (ATN).
- Working knowledge of the CATS Program, task-based strategy development, and specified functional area expertise.
- Personnel must have the required Army branch specific functional skills and experience to collaborate with the Proponent and validate unit CATS for Proponent approval.
-Personnel must have a working knowledge of unit training at the Company, Battalion, and Brigade levels. They must be familiar with emerging Army force structures, the Training Model concept, and Sustainable Readiness Model (SRM) in addition to AR 350-1, FM 7-0, TRADOC Regulation 350-70, and TRADOC Pam 350-70-1.
- Bachelor's Degree
- Graduate of a military service school equivalent to Command and General Staff College, the Sergeant Majors Academy and/or an Army specific specialty course.
- Branch qualified. Five (5) + year’s general experience in military planning, training, operations, logistics, intelligence, force design/development and combat developments. Served on the Battalion or Brigade level staff in an operations position, and experience with Infantry, Armor, Aviation, Combat Arms Support, Field Artillery, and Sustainment proponents.
- Comprehensive experience with one or more of the following Functional Areas: Stability Operations; Peace Enforcement; Mission Command; Foreign Humanitarian Assistance; Consequence e Management; Sustainment; Protection; CBRNE; Force Projection; Defense Support to Civil Authorities; Foreign Internal Defense
- Working knowledge of the CATS Program, task-based strategy development, and specified functional area expertise. Required Army branch specific functional skills and experience to relate to the Proponent and validation unit for each CATS being developed for Proponent approval.
- Working knowledge of unit training at the Company, Battalion, and Brigade levels. Must be familiar with emerging Army force structures, the Training Model concept, and Sustainable Readiness Model (SRM).
