Position description

Conducts research on behalf of the Air Force Chief of Staff on future geo-strategic and military-competition to understand their implications for future warfighting strategy and requirements. The Blue Horizons program, within the Center for Strategy and Technology, is a prototyping organization that attempts to design, test, and implement innovative CONOPS, organizational structures, and technologies rapidly.


CSAT offers a dynamic academic environment for both teaching and research. Responsibilities include teaching as required those portions of the Blue Horizons Program for which s/he is best suited to lead and contribute to the educational instruction, research advising, and mentoring and project design and innovation of those in the program; initiating and directing long- and short-range studies and projects related to the Blue Horizons mission for her/himself and those in the Blue Horizons program consistent with the annual guidance and directives from the CSAF for that year's program focus or emphasis; and continuing personal and professional growth academically and operationally by routinely attending USAF conferences and demonstrations, visits to other schools and program within the USAF and other services, as well as similar academic conferences and symposia to enhance his/her standing as a recognized Subject Matter Expert in particular areas of inquiry and engages in writing and publication in areas of expertise. Additional duties may include curriculum development, participation in war-gaming and national security exercises, serving as a research project advisor, and on various school committees. There is time and funding available for research and travel for individual areas of expertise and professional development.

A viable candidate must be able to serve as a faculty member in the Blue Horizons program, instructing, advising, and mentoring students in the MS of Airpower Strategy and Technology Integration degree program. Topics include accelerating technological change, emerging strategic challenges to the US and the USAF, the evolving nature of future conflict and their impact on US (conventional and nuclear) in air, space, and cyberspace.

The position requires a thorough knowledge of U.S. national security and the role of executive branch departments in executing national defense policy. An understanding of U.S. defense policy, the global security environment, international political structures, international security studies, military history, and formulation of strategy are all helpful in executing the duties of these positions. This knowledge may be gained through experience within the Department of Defense or via academic work/study on national security-related issues.

The successful applicant will have the ability to apply scholarly research methodologies to analyze, synthesize and evaluate contemporary research questions in the field of national security with specific emphasis on the USAF's role within national security. Successful research professors have the skill sets to expand the current body of knowledge and provide recommendations based on original research to executive branch departments and organizations. Applicants are asked to include their methodological training, prototyping/acquisition experience and/or research experience as part of their application package.

The successful applicant will have the ability to clearly communicate both in writing and orally for the purposes of providing instruction to the graduate students at Air University, to engage in and mentor those involved in innovative prototyping of new CONOPS, organizational structures or technologies and to present independent research to government officials, policy decision-makers and to both scholarly and operational audiences.

Candidates must also possess the ability to work effectively with graduate-level faculty and exercise peer leadership in working with senior and mid-level college leadership in the development of senior leader development program. Teaching experience at the graduate level, including the ability to develop curriculum and present the material at the graduate level is also required.


A Ph. D. is encouraged but not required depending on the breadth and depth of military or civilian expertise and experience an applicant may possess. Minimum requirement of a Master's Degree. Highly desired qualifications include attending or instructing at advanced US military schools (Air Force Weapons School, Navy Fighter Weapons School, School of Advanced Air and Space Studies, School of Advanced Warfare, etc.). Relevant DOD experience involves previous jobs applying air power and technology in strategy development particularly in global settings (such as serving as a Director at US Geographic Combatant Commands, overseas US Air Force Major Commands, or as a Wing Commander, or equivalent) and/or acquisition experience in developing new capabilities within the aerospace defense environment. Civilian academic experience in the aerospace defense industry, at accredited universities, think tanks, or government positions including work at Professional Military Education institutions is desirable.

A well-rounded candidate's area of primary expertise could be in either the technology aspect of the position with degrees or extensive work experience in evaluating emerging technology, engineering, the hard sciences, mathematics, operations research, or computing; or in fields more related to the study of strategy such as international relations, defense policy and security studies, political science or history. Although important, for this position, less emphasis will be placed on political science or history experience and education.
