The Office of Investment Security, in the International Affairs (IA) office of the U.S. Department of Treasury, fulfills Treasury's statutory responsibilities as chair of the Committee on Foreign Investment in the United States (CFIUS). CFIUS is a U.S. government interagency committee authorized to review certain foreign investments for national security concerns. The office leads and coordinates the review of each transaction notified to CFIUS.

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Policy Advisor, you will:

  • Provide authoritative advice, analytical support, and recommendations on key mission-critical policy issues.
  • Lead and conduct policy review and analysis of a complex, highly sensitive nature on specific cases.
  • Research and analyze strategies to ensure foreign inward investment policies are consistent with international norms, including through coordination with other offices in the International Affairs division of Treasury.
  • Draft memoranda to senior Treasury officials, and possibly the President, presenting the issues raised by particular transactions notified to CFIUS, and recommending courses of action.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements by the closing date of this announcement.

For GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
-Experience as a team lead, senior analyst or similar supervisory role in ALL of the following:

  • Conducting market, financial, legal or economic analyses (e.g. due diligence, risk exposure, detailed credit analysis, market analysis) of issues across a range of financial products and activities and relating them to public policy; AND
  • Communicating results of research and analysis and making policy recommendations to senior decision makers; AND

At least ONE of the following:
1) A range of international financial and investment policy issues; OR
2) Conducting specialized analyses of foreign direct investment to identify economic or national security risks;

For GS-13:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Conducting market, financial, legal or economic analyses (e.g. due diligence, risk exposure, detailed credit analysis, market analysis) of issues across a range of financial products and activities and relating them to public policy; AND
-Communicating results of research and analysis and making policy recommendations to senior decision makers; AND
At least ONE of the following:
1) A range of international financial and investment policy issues; OR
2) Conducting analyses of foreign direct investment to identify economic or national security risks.

For GS-12:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Conducting market, financial, legal, or economic analyses (e.g. due diligence, risk exposure, detailed credit analysis, market analysis) of issues across a range of financial products and activities; AND
-Experience with a range of international financial and investment policy issues to identify economic or national security risks; AND
-Communicating results of research and analysis to senior decision makers.
