Under the direction of the Head of Region (HdR) for Americas, the Program Manager, Americas oversees the Canadian Red Cross program and activities in the region. 

The Program Manager for Americas is responsible for ensuring that impact and objectives of assigned programs/projects are reached over the entire project management cycle (from needs assessment to the management of successful exit strategies) while ensuring appropriate budget controls. The Program Manager will ensure that Canadian Red Cross (CRC) programs and project activities comply with CRC and donor guidelines and are developed in consultation with CRC field personnel, national office Support Services and CRC technical Advisers (Health, Protection, Gender and Inclusion, Planning Monitoring and Evaluation, Logistics, Legal). The Program Manager is responsible for overall coordination and support to CRC field teams and/or National Societies and Red Cross Movement partners (ICRC, IFRC) for assigned projects. The Program Manager will foster collaborative relationships with donors, other departments of CRC, NGOs working in Canada, Canadian government departments, the ICRC and the IFRC as relevant. The Program Manager will represent the CRC in designated fora as requested.

RESPONSIBILITIES

1 – Responsibilities related to Program/Project Development

  • Defines, in collaboration with the HdR, the strategic direction of Americas programs based on knowledge of emerging and key trends, priorities in Americas region, CRC International Operations strategy, Movement commitments such as Strategy 2020 and other guiding documents
  • Monitors the flow of funds designated for projects/programs in Americas and develops program proposals in consultation with the HdR for use of funds consistent with donor intent, and the strategic objectives of CRC’s International Operations
  • Leads on program development and planning of proposals while ensuring the effective coordination of inputs from other CRC departments (incl. Legal, Finance, etc.) and external stakeholders (incl. National Societies, IFRC, ICRC, humanitarian and development actors operating in the same sector or geographic area, government counterparts, etc.)
  • Coordinates and centralizes all information about programs and activities taking place in relevant programming areas, and acts as first point of contact for enquiries
  • Identifies and assesses the potential for strategic alliances which will advance CRC’s objectives for Americas, within or outside the Movement, in consultation with the HdR
  • Coordinates overall planning of CRC’s operations within the designated areas of responsibility

2 – Responsibilities related to Program Management and Implementation

  • Ensures that programs as a whole (program activities, finance, logistics, personnel) are progressing according to schedule and are delivered to the highest possible quality
  • Implements appropriate project management tools and maintains program files in accordance with CRC guidelines and procedures
  • Ensures regular monitoring and evaluation of CRC activities and ensures that field teams use the required systems, processes and tools. Makes recommendations about both content and operations on quality assurance
  • In collaboration with advisers, ensures lessons learned are captured, disseminated and integrated into programs
  • Undertakes regular monitoring visits to the various program/project sites to review progress, tackle issues identified
  • Ensures synergy between CRC activities in the field, identifies gaps, and makes suggestions to better address the needs of beneficiaries
  • Monitors developing geo-political, climate, humanitarian needs and development situations in the region to ensure that CRC’s actions remain relevant to possible changing contexts
  • Negotiates Memorandums of Understandings with the IFRC, the ICRC and Operating National Societies, in consultation with HdR and with CRC Legal Services
  • Manages the effective implementation of contractual relationships between and among the CRC and IFRC, other Partner National Societies (PNS), and National Societies (NS) as needed
  • Monitors contract and grant compliance and ensures that communications with donors and other stakeholders are delivered within agreed deadlines or as necessary
  • Prepares donor reports in accordance with the donors’ guidelines as well as other internal or external reports to a high standard of quality and within agreed deadlines
  • Ensures that appropriate systems as well as contingency and business continuity plans are in place for dealing with potential crisis and provide guidance to field teams as required
  • Ensures program staff operate within CRC guidelines and processes

3 – Responsibilities related to team management

  • Creates a shared vision of CRC objectives among all staff at national office (NO) and in the field where NO plays a supportive role to Field teams
  • Identifies staff and delegate needs at NO and at field level and ensures the timely recruitment of required staff and delegates
  • Develops job descriptions for required staff or delegate positions and participates in recruitment process in collaboration with People Services, as needed
  • Ensures that NO staff and delegates are appropriately briefed and supported prior to the start of their assignment (in collaboration with People Services)
  • Manages the performance of Program Officer by setting up clear and measurable objectives, monitoring and providing regular feed-back, and providing guidance where necessary
  • Serves as prime focal point for consultancies within the relevant program area, including contract negotiation, recruitment and ensuring timely submission of deliverables

4 – Responsibilities related to the Management of Finances

  • Establishes and reviews program and project budgets for approval by HdR
  • Ensures reliable accounting/budgeting records and effective internal control of project budgets
  • Coordinates with the Finance unit on all issues related to financial management and control, including field financial monthly reporting as well as internal controls and processes
  • Reviews monthly reports and conducts quarterly performance to budget analysis of projects in collaboration with team and Finance colleagues
  • Supports internal and external audits as appropriate, and ensure timely follow-up of recommendations

5 – Responsibilities related to Donors and Public relations

  • Actively seeks and identifies funding opportunities for programs and projects in Americas in consultation with the HdR
  • Provides any required information to assist in the promotion and fundraising efforts directed to relevant regions in Americas
  • Acts as a point of contact with donors and fund managers for contract, grant negotiation, and management purposes, as needed
  • Prepares and submits proposals to traditional and non-traditional funding sources in collaboration with IO colleagues
  • Within regional area, leads project coordination, information sharing, and resource sourcing across CRC departments and with CRC field teams
  • Works with technical advisers to build capacity to deliver and share learning

6 – Responsibilities related to Security

  • Ensures, in consultation with HdR and in coordination with CRC Security Advisor and Country Representation if applicable, that appropriate security guidelines and procedures are established, updated regularly, and adhered to by the team
  • Advises HdR immediately of any major crisis and/or security incident within in their geographic/project area of responsibility

7 – Responsibilities related to Overall Department and Effective Team Support

  • Fosters team work and the efficient operation of the department by supporting the work of International Operations and by participating in the planning and development activities of the department
  • Ensures sharing and dissemination of project related materials to all concerned actors in the team and with the Canadian Red Cross Society and Integrates volunteer resources within the scope of responsibilities, as required

Qualifications

Education, skills and experience

  • Project Management certification and/or related advanced degree in International Development, humanitarian action; and demonstrated experience in managing projects and budgets at a scale similar to the ones in the assigned geographical area
  • Advanced studies in public health, community health or related global health studies
  • Minimum 5 years work experience with an international organization, including experience managing multiple and complex technical projects, and at least 2 years field experience working in Americas
  • Proven budgeting skills including attention to detail
  • Demonstrated ability to work with tight deadlines
  • Proven experience in managing personnel
  • Familiarity with donor agency requirements, especially Global Affairs Canada, an asset
  • Excellent skills and extensive experience in developing and managing relationships with internal and external stakeholders
  • Strong written and verbal communications skills in English and French, essential; Spanish a strong asset
  • Strong analytical and problem solving capacity
  • Experience with the Red Cross/Red Crescent movement, including time in field operations and/or with a National Society particularly in the Americas region, an asset
  • Ability to travel overseas as required (25 - 35%)
  • Self-starter with ability to work in an environment with ambiguity.
