Position description

Monitoring and Evaluation Manager’s primary responsibilities will include providing guidance and knowledge to RtR Cambodia teams on designing, implementing and managing the monitoring and evaluation systems for all the programs, including literacy pilot program; and coordinate with Global Office (GO) on Global Indicator (GI) & Global Solution Database (GSD), and support program team in planning, reporting, improving programs’ quality, allocation of resources through provision of observation and reflection from past experiences. This position will be based in central office in Phnom Penh, but will require frequently travel with the program teams to all areas where Room to Read operates. This position reports to the Country Director and will have regular interactions with program staff and have various staff under his supervision.


  • In cooperation with the Global and Regional Offices’ RM&E Director to design, implement and analyze annual monitoring activities and facilitate the evaluation process/activities (either initiated by GO or Country Office) for all projects of Room to Read’s programs (School Room, Reading Room, Girls Education, and Literacy Pilot program);
  • Lead the develop M& E Annual Plan of action for RtR Cambodia, implement the plan and ensure M&E section performance is meeting with CO, GO expectations;
  • In cooperation with Program Officers & Associate, Provincial Managers and Program Directors to implement and maintain monitoring and evaluation efforts in each Room to Read programs in Cambodia;
  • Work with short term external consultant to conduct baseline or end-line assessments, Mid-term or final project evaluation and compile best practices and lesson learned for sharing, learning and decision making for programs’ quality improvements;
  • Ensure that at all time staffs are aware of GI & other M&E tools/approaches, and have the abilities to utilize the tools and generate reliable data/information;
  • Take initiative or support to all sections in developing/designing tools or format to collect data/information for baseline or monitoring purposes, analyzing the data and reporting;
  • Synthesize and analyze data and write summary reports by program based on the M&E results;
  • Work closely with technical section to provide regular feedback on programs results, impacts and quality of its interventions. Ensure that Country Management Team (CMT), Technical Team and program staffs have adequate information through receiving internal quarterly summary reportswhich reflect programs’ ability to achieve its targets, the quality of programs delivered, and recommend the areas that needs more attention and improvement;
  • Work with program staff and GO staff to codify best practices for Room to Read’s programs so that they can be shared across existing countries of operation and rolled out in new ones. Work with program staff to design internal Implementation Calendar which linked with budget breakdown especially work decentralization to field offices;
  • Innovate new M&E systems and projects in order to continuously improve our work in the field;
  • Provide information for donor reporting requirements as requested by Global Office;
  • Conduct regular site visits to active project sites to ensure compliance with implementation plans, identify problems, and make needed improvements;
  • Stay informed about research and trends in the area of monitoring and evaluation and recommend improvements to our systems accordingly;
  • Follow up on GSD&GI data collection and coordinate with program staff;
  • Supervise the work of Data Management Associate to enter/update GSD&GI, Internal CO data in timely manner and high accuracy;
  • Supervise the work of IT Officer to support IT and networks administration and maintenance within all offices of RtR Cambodia;
  • Network with other M&E staff of RtR Organization in other countries to find areas of collaboration and knowledge sharing;
  • Represent Room to Read in different forums and advocate the importance of our educational work in the developing world;
  • Working as the membership of Country Management Team to provide strategic inputs and decision-making;
  • Perform other duties as assigned by Supervisor.


  • Master Degree in Education, Research Study, Management or other relevant fields;
  • At least 5 years of professional experience with NGOs, UN agency or private sectors;
  • Strong technical competence in research, monitoring and evaluation methods;
  • Strong analytical and report writing skills;
  • Experience in data entry and analysis;
  • Strong quantitative and qualitative analysis skills, with proven ability to work with data software packages such as SPSS/SAS;
  • Strong verbal and written communication skills in English;
  • Ability to travel frequently to work in provinces throughout country.


  • Advanced degree in a related field, i.e. education, development;
  • Prior experience living and/or working in rural areas;
  • Experience in successful implementation of a wide range of tasks;
  • Strong operational management ability: a clear focus on results – sets goals, plans and prioritizes effectively, monitors quality and progress of work against plans.
