The Tanzania Partnership Program (TPP) is seeking a Program Manager (Academic Specialist – Outreach) to provide support to the TPP Program Director in intellectual and administrative leadership for the TPP, the first program under MSU’s Partnerships for Sustainable Community Development initiative. The consortium consists of Michigan State University faculty in partnership with faculty from the University of Dar es Salaam and Sokoine University of Agriculture, along with support from the Aga Khan Foundation.
The goal of these partnerships is to co-create and implement a model of sustainable community development and build academic connections with Tanzanian academic institutions, scholars, and development practitioners. The TPP conducts integrated research and development activities in six interrelated and strategic priorities areas education, water, economic development, agriculture and food security, human and animal health, and community empowerment.
The Program Manager is responsible for the coordination of program personnel and resources in order to achieve program objectives in accordance with project plans and timelines. Specific responsibilities of the Program Manager include:
• Intellectual and strategic planning: The Program Manager will provide intellectual support on the design and implementation of sustainable community development; initiate the planning process prior to the beginning of each fiscal year, including soliciting input from TPP partners; compile inputs into an annual plan as well as updating plans as needed over the course of each year. This will include the development of program indicators.
• Monitoring and evaluation: In coordination with Program Director and technical expertise, the Project Manager will develop a system of monitoring and evaluation of program indicators as well as a system for measuring program impact. The Program Manager will report quarterly on the progress toward program goals, achievement of program indicators, and overall program impact as well as, in a timely manner, inform the Program Director of any challenges or delays that might impede the accomplishment of program goals.
• Administration: The Program Manager will plan, organize, and participate in programmatic meetings at MSU and in Tanzania toward the successful implementation of development and research activities; support development of itineraries, communication with travel participants and in-country staff; advise on travel logistics; solicit trip reports from partners; oversee the implementation of program management software; initiate and oversee meetings with TPP in-county management team, especially including virtual communications and collaboration.
• Reporting and Communicating: The Program Manager will be responsible for formal project reporting, including but not limited to annual report to donors, results of evaluation, and reports on trip activities; for drafting funding proposals and other organizational documents; and for annotating and archiving the minutes of the TPP business and team meetings funding proposals; In coordination with Program Director and ISP communication team, the Program Manager will develop and implement a communications strategy, including promotional materials and website so that those outside MSU and TPP partners may identify and access TPP publications, research results, and practices on sustainable community development.
• Financial Management: in coordination with Program Director and TPP fiscal officer, the Program Manager will support the financial management of programmatic activities, including the generation, monitoring, updating and revising of programmatic budgets.
• Stakeholder relations: The Program Manager will assist Program Director in developing and maintaining relational trust with TPP stakeholders in various settings including TPP leadership and staff; faculty at MSU and Tanzania partner institutions; donors; and organizational partners and community members in Tanzania. The Program Manager will work closely with TPP In-country Program Officer.
The Program Manager reports to the TPP Program Director. This is a one-year appointment funded at 100% effort with the possibility for annual renewals based on satisfactory reviews and continued funding.
Masters -community development, international rel
A masters degree in community development, international relations or related field. At least two years' experience in program management and implementation in the non-profit or academic sectors; or an equivalent combination of education and experience. The successful candidate should have outstanding project management skills, proven ability to set priorities, work independently and take initiative, manage multiple tasks and meet deadlines; excellent writing skills with demonstrated ability to draft proposals, reports, or research results with minimal supervision; technical skills in word-processing, database management, spreadsheets, and web forms; strong communications, interpersonal, and cross-cultural skills; experience working in a team-oriented manner to achieve program objectives and maintain relational trust; availability and willingness for domestic and international travel; demonstrated commitment to sustainable community development and improving people’s well-being.
Working proficiency in Swahili; Tanzania or East Africa regional experience; marketing and professional communications skills; experience with SmartSheet program management software
