Position description

WFP needs to ensure all staff – international and national – have the knowledge and capacity to respond to an emergency, whether it is in the country where they are based or in support of another country or region.  WFP needs to continue to enhance its training programmes to maintain its excellence in humanitarian response. The Emergency Preparedness and Response support division is placing more emphasis on training options available to staff through both on-line and situation simulation trainings. The incumbent will have the overall responsibility to manage both the simulation trainings and staff responsible for content and management of the on-line emergency training in coordination with other relevant units, including information management training, getting ready for emergencies, simulations, trainings such as FASTER which is a blended learning approach incorporating case studies, best practices and learning in a classroom setting with a shorter simulation and more advanced trainings (and possible assessment) for experienced staff.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

Supervise a training team and Ensure Emergency training:

 

  • Integrates recent and relevant elements of the changing humanitarian environment;
  • Ensure the most recent internal and external tools and procedures for humanitarian response are tested/practiced;
  • Ensure activities are linked to key deliverables and learning outcomes predefined by each functional area;
  • Ensure the link between pre-simulation and simulation phases;
  • Redefine a clear strategy between the training and subsequent deployments to emergency environments;
  • Ensure cost-effectiveness of the training (including possible revision of venue and format);
  • Manage the Unit programming, budget and staffing

 

Develop an EVAULATION training package to:

 

  • Ensure the most recent and relevant internal and external tools and procedures for humanitarian response are tested/practiced;
  • Ensure activities are linked to key deliverables and learning outcomes predefined by each functional area;
  • Redefine a clear strategy between the training and subsequent surge deployments;
  • Ensure the simulation features adequately demonstrates behaviours being assessed.

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

  • Deliver at minimum of four regional FASTER trainings a year and 1-2 advanced FASTER trainings for (Potential) emergency coordinators
  • Development of the EVALUATION package and roll-out of the simulation;
  • Deliver Training of Facilitators events linked to the FASTERs;
  • Perform scoping missions for FASTERs, as required;
  • Support non-WFP related simulations as/when possible in coordination with EPRP
  • Liaison with other WFP training units, e.g. Operational Information Management (OIM), Logs Cluster, Emergency Telecoms Cluster, for potential efficiencies in training delivery;
  • Ensure other training guidance and materials are included in WeLearn;
  • Support ROI training in the regional bureaus.

Qualifications

Education:

  • University degree in any recognized subject area (e.g. International Relations, Development Studies, Political Science, Social Sciences). An appropriate mix of vocational training and professional experience may be an acceptable alternative.

Experience:

  • At least 10 years of professional work experience in a development, emergency, training, analysis, logistics, teaching, and/or coordination setting.  Specifically: Experience in leading, developing, and delivering simulations and simulation trainings for emergency response.
  • Familiarity with the international humanitarian system and disaster management cycle.
  • Experience in capacity development activities, particularly focused on WFP disaster preparedness and response.  Minimum 3 years’ experience managing the programming, budgeting and staffing for a training programme/unit.

Knowledge & Skills:

  • Knowledgeable about how WFP operates in emergencies, disaster management, emergency operational expertise.  The ability/willingness to deploy TDY, as required by the Director of Emergencies.

Languages:

  • English and fully operational in a second official UN language.
