Org. Setting and Reporting
This position will be located in the Office of the Under Secretary-General (OUSG) for Operational Support. The incumbent reports to the Chief of Office in the OUSG, Department of Operational Support (DOS)
Within delegated authority, the Programme Officer will be responsible for the following duties:
•Assists the USG in setting and implementing the strategic direction of the Department by ensuring the USG is fully briefed on matters and his/her directions are conveyed and tasks are executed;
•Oversees the USG’s daily programme and assists with his/her time management;
•Assists the USG in conveying guidance and instructions to DOS managers on priority tasks and follow-up on actions taken;
•Monitors strategic support issues and operational requirements in United Nations operations ensuring effective provision of support;
•Develops, implements and evaluates assigned programmes/projects, including planning USG missions and providing support through coordination and preparation of briefing materials, reporting on outcomes and ensuring follow-up of any relevant matters;
•Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
•Acts as focal point for researching, analyzing and presenting information gathered from diverse sources;
•Participates in Departmental policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, liaison with senior UN officials, as well as with senior staff of other departments, other sectors of the UN, other international organizations and governments as required;
•Organizes and prepares high quality written outputs, including draft background papers, analysis, sections of reports and studies, inputs to publications, preparation of statements, speeches, background papers on cross-cutting policy and operational issues within the department and responds to input requests from EOSG and other Departments and offices;
•Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
•Coordinates with all relevant Departments, other UN entities, other international organizations and representatives as required;
•Participates in the development of and maintains an efficient system of review of incoming communications and correspondence, screening items submitted for clearance and initiating or designating actions to be taken;
•Performs other duties as required.

Advanced university degree (Master's degree or equivalent degree) in business administration, management, economics or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in drafting analytical reports, policy briefings, high level speeches and statements is required. Experience working with a senior official in the development and support of policy and program management is required. At least one year of experience in an international organisation in a field setting is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
