Position description

The Financial Mechanism Office (FMO) is the secretariat of the EEA and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.

We are looking for a highly motivated and qualified candidate to fill a vacancy for a Senior Sector Officer, Civil Society in the FMO’s Funds and Horizontal Concerns Unit within the Programmes Department.

The EEA and Norway Grants are Iceland, Liechtenstein and Norway’s contribution to reduce economic and social disparities in Europe, and to strengthen bilateral relations between the Beneficiary and Donor States. The 15 Beneficiary States are Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia.

The allocation for the funding period 2014-2021 totals €2.8 billion. The priority sectors in the period 2014-2021 are:

  • Innovation, Research, Education and Competitiveness;
  • Social Inclusion, Youth Employment and Poverty Reduction;
  • Environment, Energy, Climate Change and Low Carbon Economy;
  • Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
  • Justice and Home Affairs.

Support to civil society is a key priority within the EEA and Norway Grants, and the support is provided through the Active Citizens Fund in the Beneficiary States.

The objective of the Active Citizens Fund is to strengthen civil society and active citizenship, and to empower vulnerable groups. The areas of support are:

  • Democracy, active citizenship, good governance and transparency;
  • Human rights and equal treatment through combating any discrimination on the grounds of racial or ethnic origin, religion or belief, gender, disability, age, sexual orientation or gender identity;
  • Social justice and inclusion of vulnerable groups;
  • Gender equality and gender-based violence;
  • Environment and climate change.

Scope

The Senior Sector Officer for Civil Society will:

  • Contribute to improving and further developing the civil society support activities in the EEA and Norway Grants 2014 - 2021;
  • Be a Programme Manager for the Active Citizens Fund in some Beneficiary States, including:
    • oversee programme development and implementation of those programmes;
    • cooperate with Fund Operators in Beneficiary States implementing Active Citizens Fund on behalf of the FMO;
    • use FMO information management systems for tracking and reporting on programme progress and results.
  • Maintain overview and assess relevant developments within the civil society sector in Donor States, Beneficiary States and at EU level;
  • Facilitate contacts and cooperation between Donor States and Beneficiary States;
  • Enhance the added value of the Active Citizens Fund and the visibility of the Donor states contribution through contact with relevant European and national institutions, networks and stakeholders;
  • Identity relevant platforms and events to represent the Grants and exchange results, best practices and lessons learned;
  • Fulfill administrative tasks in relation to the work.

The Senior Sector Officer for Civil Society is expected to work closely with the other sector officers for civil society and reports to the Head of Funds and Horizontal Concerns Unit.

The position involves travel.

Qualifications

Relevant University degree, Master’s level.

Experience

Required experience:

  • At least 8 years of relevant work experience, including in or with civil society organisations.

Desired experience:

  • Experience in programme management or grant management;
  • Experience in working in or with civil society in the Beneficiary States or Donor States;
  • Experience with capacity development aimed at strengthening the sustainability of the civil society sector;
  • Experience with the areas of support for the Active Citizens Fund, as listed above;
  • Experience in working in or with public administration or international organisations;
  • Experience with results-based management.

Skills

  • Excellent knowledge and understanding of the needs and challenges of the civil society sector in the Beneficiary States;
  • Good knowledge of of the Donor States’ and EU policies and programmes related to the civil society sector;
  • Excellent drafting, presentation and communication skills;
  • Result-oriented approach;
  • Diplomatic and negotiation skills;
  • Strong interpersonal abilities, including a dynamic and flexible attitude, and cultural sensitivity;
  • Self-reliance and autonomy, but also the skills needed for team work; and
  • Ability to multitask and work to tight deadlines.

Languages

Excellent oral and written communication skills in English (the working language of the FMO). Knowledge of a Donor or Beneficiary State language is an asset.
