The Women’s Refugee Commission (WRC) works to improve the lives and defend the rights of refugee and internally displaced women, children and young people. Scope of Work:
The position will lead WRC’s strategic priority on gender equality which focuses on how to strengthen gender equality and gender integration in humanitarian response across all sectors and promote gender transformative programming. The Senior Gender Advisor will document and advance how gender and gender equality are currently understood in humanitarian response, including how gender equality is being linked to GBV prevention, health and empowerment activities, and integrated into program design and implementation. The Senior Gender Advisor will develop guidance and tools, as needed, to promote a more progressive and comprehensive understanding of gender, diversity, and gender equality programming in humanitarian settings. S/he will also assess field practice across diverse humanitarian contexts to understand the challenges and opportunities for advancing gender equality through all humanitarian sectors and document good practice on how organizations and sectors are successfully integrating gender in their assessments, program design, implementation, and monitoring and evaluation. The Senior Gender Advisor will also provide technical assistance to partners on the ground and convene thought-leaders, to engage, solicit input, and capture cutting-edge thinking and learning.
Essential Job Functions:
- Position WRC as a thought leader on gender equality, intersectionality, and diversity within the wider humanitarian community.
- Assess state of the field vis-a-vis gender equality and requirements for forward movement.
- Assist fuller integration of gender equality across WRC programs and projects.
- Assess current and develop new indicators by sector to capture impacts of gender transformation.
- Identify and document good practice on programs that promote gender equality and that are gender transformative.
- Convene thought leaders from a wide variety of disciplines to advance thinking of gender equality and gender diversity and intersectionality.
Research and Writing
- Conduct literature review on gender equality and gender integration in humanitarian response.
- Review existing gender analyses tools and guidance and how these can be strengthened.
- Develop position paper for the WRC on gender and gender equality that captures cutting edge thinking and intersectionality and marginalization.
- Oversee production of a seminal report on gender equality in humanitarian response.
Advocacy and Public Education
- Present WRC’s gender equality position and work at briefings, conferences and presentations.
- Link and advocate with existing networks such as the IASC gender Reference Group, Call to Action on Protection from GBV in Emergencies, and the GBV Areas of Responsibility, among others.
- Publish blogs and thought pieces on industry websites and portals.
Financial and Administrative Management
- Oversee relevant donor budgets.
- Oversee administration of the project.
- Prepare donor reports.
- Coordinate with Grants Manager and Director of Finance on financial reporting.
- Minimum of 10 years of progressive, non-profit work experience in refugee, humanitarian assistance and/or human rights work, including experience managing
- Master’s degree in gender studies, international studies, political science, non-profit management or related
- Previous work experience in emergency and other humanitarian
- Strong knowledge of gender, gender integration, gender equality, and intersectionality and work experience related to these
- Proven track record conducting research, analyzing humanitarian issues, and writing reports and policy papers.
- Excellent written and oral communication skills, including grant writing and presentation expertise.
- Solid diplomatic skills: the ability to liaise with a variety of internal and external professional contacts.
- Strong people management skills: the ability to work effectively with partners.
- Strong organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detailed oriented team.
- Good computer skills: facility with MS Word, Excel, and research search engines.
