Position description

Evidence for Policy Design (EPoD) at Harvard Kennedy School (HKS) is an initiative that brings analytical insights, typically from economics, to the design and implementation of public policies and programs around the world. EPoD does this through rigorous, on-the-ground embedded research and innovative, evidence-driven capacity building.

Within capacity building, we equip students, policymakers, and practitioners with the skills and knowledge to incorporate evidence into policy design and implementation. We do this through classroom and online instruction, including executive education courses, by hosting policy dialogues, and by collaborating on pilot projects. EPoD's trainings draw on cutting-edge pedagogical methods, including the use of learner data for instructional design and experiential learning to apply theory to real-world problems. 

EPoD also hosts Teachly, an initiative started at the Harvard Kennedy School to help faculty members teach more effectively and more inclusively. At the center of this initiative is a web application that provides faculty with data about their students and teaching practices. Teachly attempts to create more equitable classrooms by equipping faculty with data about their classroom dynamics and targeted nudges, allowing them to take data-driven steps toward greater classroom inclusion. Currently, Teachly is being used by 41 faculty in 45 classrooms at HKS, 10 faculty in 11 classrooms at the Harvard Graduate School of Education (HGSE), and 10 faculty in 8 classrooms at the Harvard T.H. Chan School of Public Health (HSPH).

EPoD is currently seeking a Research and Training Manager to oversee and support the management and implementation of EPoD capacity-building activities. The manager will contribute to project management, analytics, content development, and research/assessments that support capacity building and teaching initiatives. There will be a particular focus on conducting analytics to support data-driven instruction and assessing teaching outcomes. 

The Manager will work with other counterparts across the Harvard Kennedy School and Harvard University, in addition to collaborating organizations such as the Center for Economic Research in Pakistan and the Institute for Financial Management and Research in India to develop and implement training, research, and policy engagement strategies. This position is based in Cambridge, MA but will include significant travel (up to 20%) to support training deployments, assessment activities and collaboration building.


  • Pedagogical content development:
    • Contribute to pedagogical content development, including development of in-class exercises and digital learning materials.
    • Integrate rigorous empirical research into course content, requiring analysis and synthesis of data and economic papers into teaching materials.
  • Training delivery support:
    • Provide content-related support for EPoD's training deliveries, including assisting with group sessions focused on applying EPoD's Smart Policy Design and Implementation framework (requires willingness to travel internationally, including to India, Pakistan, Saudi Arabia, and Nepal, among other locations).
    • Manage training feedback collection and analysis.
  • Learner Data Dashboard development:
    • Manage various platforms to facilitate instructors' access to learner data from EPoDx units in a way that is timely and insightful.
    • Refine dashboards to better meet instructor needs based on feedback.
    • Innovate on existing workflows and proactively propose and implement improvements to current learner data dashboard system.
  • Training research support:
    • Support training research efforts by drafting, reviewing, distributing, and providing inputs on research instruments such as follow-up surveys, interview/focus group protocols, and lab-in-field experiments.
    • Conduct literature reviews to inform training and capacity building assessment strategy.
    • Travel to project locations to oversee data collection.
    • Clean and manage datasets.
    • Conduct statistical analyses of data using Stata, Python and/or R.
    • Draft project reports, research protocols, and other project documents.
    • Contribute inputs as requested on overall research design.
  • Teachly management:
    • Lead the management of Teachly, including oversight of program finances and resources, ensuring timely submission of project deliverables, coordinating with project partners, and supporting grant management.
    • Lead project planning, management, and execution for all Teachly pilots, including but not limited to the management of: faculty recruitment, faculty and teaching team trainings, gathering feedback, course setups, management of user support, identifying bug fixes, document creation.
    • Support the product development process by giving input on the progress of pilots, user experience, feedback from all stakeholders, practicality of ideas based on budget constraints, timeline of implementation/pilots, relevance to grant requirements, etc.
  • Other research and training management responsibilities:
    • Lead recruitment, hiring and onboarding processes for new research staff and fellows.
    • Manage preparation of research, policy and grant proposals and reports (e.g., edit, develop and proofread) and supporting documents for EPoD and Teachly proposals.
    • Lead fundraising and grant submission process, including drafting proposal narratives, preparing budgets and compiling other proposal components, in addition to coordinating with counterparts within other units or institutions for grant submission.
    • Financial management and oversight of project accounts and budgets, including coordinating with other units at Harvard or externally, as needed.
    • Provide management oversight to student interns and potentially other program staff.
    • Contribute to development and coordination of research, policy and funding partnerships.
    • Serve as a resource on data security and encryption across EPoD, including ensuring that EPoD data security guidelines are sufficiently updated to serve as a resource for teams and training/advising on data security compliance.
    • Others, as required.

This position is a fully benefits-eligible term appointment ending two years from date of hire, with possibility for renewal.
