Position description

Under the guidance and supervision of the Policy Advisor, Gender equality, HIV, and Health, the Policy Specialist is responsible for contributing to the effective development and implementation of UN Women’s efforts to address the gender equality dimensions of HIV and AIDS in order to end AIDS and achieve gender equality and advancement of women. The Policy Specialist is responsible for providing technical support on evidence-informed policy, programme development, and the development of tools, guidance and knowledge products; supporting UN coordination and partnerships; managing knowledge and supporting resource mobilization.

Duties and Responsibilities

Lead on research and analysis on gender equality and HIV/AIDS:

  • Identify emerging issues, cutting edge knowledge and approaches on the gender dimensions of HIV and AIDS, including the governance of the HIV response, models for women’s engagement in the HIV responses, reaching young women and adolescent girls, (e.g. compendium of practice, case studies, training modules, policy briefs, blogs, etc.) for diverse stakeholders;
  • Oversee comparative research and/or compilations and reviews of relevant research on gender equality and HIV for both internal and external use;
  • Engage actively in existing partnerships and cultivate new partnerships with other relevant inter-disciplinary networks (e.g., academia, private sector, information communication technologies/innovation) to include a focus in their work on the intersectionality of gender inequality and HIV prevention, treatment, care and support to better incorporate cutting-edge thinking in UN Women’s work to promote learning and innovation;
  • Develop guidance on key issues related to the gender dimensions of HIV and provide policy recommendations to address these issues;
  • Maintain and manage internal flow of information throughout the organization on policy and technical issues related to the gender equality dimensions of HIV and AIDS; including alerting the Policy Advisor and Regional HIV Specialists to new and emerging research and data trends, related to the HIV epidemic and response.

Provide policy advice and technical support on gender equality and HIV:

Develop guidance and tools to effectively address the gender equality dimensions of HIV and AIDS, for use by UN Women country offices, the UN system, and other partners;

  • Identify and catalyze work in new/ cutting edge areas including through the initiation of/and technical support to global programmes and flagship initiatives when relevant, including working with the resource mobilization unit to identify potential funding sources at the global level, and support resource mobilization efforts at global, regional, and country levels.
  • Provide timely and quality policy advice and technical support to UN Women to Regional Offices (ROs)/Multi-Country Offices (MCOs)/Country Offices (COs), including on programme documents, concept notes and terms of reference on substantive issues, country strategies, and knowledge products on gender equality and HIV/AIDS, promoting coordinated programming and linking normative and technical work at global, regional and country levels.
  • Provide substantive technical support, to the development of new global normative and intergovernmental standards;
  • Provide thematic inputs and guidance to corporate strategic planning and positioning;

Lead on global monitoring and reporting of UN Women country programming on gender equality and HIV/AIDS:

  • Provide timely delivery of high quality programme and financial reporting to donors and inter-agency partnerships including reporting on UN Women’s progress and achievements in implementing the UNAIDS Strategy and the Unified Budget, Results and Accountability Framework; including through coordinating with UN Women country and regional offices
  • Oversee timely delivery of high quality financial reporting to donors, inter-governmental processes, and inter-agency partnerships, including UNAIDS, through coordinating with UN Women finance and operations teams;
  • Provide substantive and technical inputs to annual reporting and other internal reporting exercises relating to gender dimensions of HIV/AIDS, including drafting inputs for reports to the Executive Board
  • Lead in reviewing regional and/or country office strategic notes and annual workplans in the area of gender dimensions of HIV/AIDS, and participate in review meetings related to corporate processes

Lead on knowledge management and learning:

  • Lead the process of identifying and synthesizing of good/promising practices and lessons learned from programming on gender equality in the context of HIV/AIDS, in collaboration with UN Women country and regional offices, and develop plans for their dissemination and exchange, and identify opportunities to respond to gaps in policy and programming as well as feedback into programme and policy development
  • Lead on the establishment of and maintain an online community of practice on gender equality dimensions of HIV/AIDS with UN Women country and regional offices, and include key experts, partners, as needed.
  • Oversee the implementation of UN Women’s Knowledge Strategy in relation to gender dimensions of HIV/AIDS, including oversight.
  • Promote the use of knowledge management mechanisms to share learning from programming and policy efforts related to gender equality and HIV/AIDS including through corporate websites, newsletters, and other avenues, in collaboration with Communications teams.
  • Manage the UN Women Gender Equality and HIV/AIDS web portal
  • Ensure timely contributions to corporate policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions and donor proposals

Provide substantive support to interagency and intergovernmental processes:

  • Prepare substantive guidance on gender equality and HIV, drawing on data, analysis, programming results, and policy advocacy efforts to support the implementation of the UNAIDS strategy and UN Women’s engagement within the joint programme;
  • Represent UN Women in UNAIDS working groups, interagency task teams, and other bodies related to HIV/AIDS, including undertaking the functions of the UN Women Focal Point to UNAIDS
  • Lead on UN Women’s engagement in the UNAIDS Global Partnership for Action to eliminate HIV-related Stigma and Discrimination and ensure support to UN Women country offices for implementation of the Partnership;
  • Provide substantive inputs in the preparation of position papers and reports for presentation to intergovernmental bodies such as the UNAIDS Programme Coordinating Board; the Commission on the Status of Women, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate and prepare analytical summaries of debates, supporting negotiations and analyzing/compiling outcomes;
  • Provide inputs in international fora to help shape development of global and regional policies, norms and standards and implementation strategies in relation to gender dimensions of HIV/AIDS.

Provide support to advocacy and strategic partnerships:

  • Represent UN Women at policy making inter-agency, intergovernmental and international technical and advocacy fora;
  • Oversee the organization of, and participate in, international meetings and conferences and provide programmatic/substantive expertise;
  • Contribute substantively to the development of strategic approaches to policy dialogue, resource mobilization, partnerships, advocacy and outreach;
  • Strengthen and expand on relationships to promote joint action and resource mobilization, as well as making visible policy driven programming and achievements in addressing the gender equality dimensions of HIV and AIDS.

  • Relevant and topical research and analysis on gender and HIV;
  • Quality technical assistance to UN Women country, multi-country, and regional offices provided on gender equality dimensions of HIV/AIDS;
  • Quality monitoring, tracking and reporting of UN Women country programming on HIV/AIDS;

Required Skills and Experience

Education:

  • Master degree (or equivalent) in development related disciplines, gender studies, anthropology, urban studies, sociology, economics, public policy, law, governance, or other social science fields, directly related to the thematic area of the post.

Experience:

  • A minimum of 7 years of increasingly responsible professional experience in gender programming, policy research, gender analysis at international level, including at least 4 years focused on gender equality in the context of HIV;
  • At least seven years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluating development programmes and projects including on gender equality and HIV/AIDS;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
