Position description

Sr. Program Manager will provide cross-cutting management support to a cluster of 5-8 countries (countries TBD), and will provide back-stopping to at least one country office/team, in close collaboration with the Sr. Director for Global Program Operations (GPO), Sr. Finance Managers (GPO) and other key stakeholders across Jhpiego. In addition, the SPM will support new project development opportunities in his/her cluster. This will entail working with many different departments in the organization. The Sr. Program Manager will also develop and support process improvements throughout GPO and the organization. SPM is also responsible for: ensuring that good project management practices and tools are being used to stay on scope, schedule, budget in the cluster of countries and the specific country supported; monitoring and advising on staffing levels for backstop teams within the focus cluster of countries; tracking and escalating potential risks in the countries, and providing support to countries as requested/needed by CD/Sr. Director and VP, GPO.

Responsibilities

LEADS & PROPOSALS:

  • Serve as program lead for multi-country opportunities and countries as needed including for country supported and mentor other program officers
  • Serve as program lead for all proposals in country(ies) that backstop
  • Serve as proposal writer for the cluster as needed
  • Conduct reviews for multi-country proposals as needed
  • Track new proposal development (NPD) needs for the cluster in coordination with NPD liaison
  • Conduct and coordinate budget reviews for proposals in coordination with the Finance Manager
  • Programs & Operations
  • Supervise and mentor team of SPOs, POs and SPC and ensure HQ team is operating as an effective unit
  • Provide support to assigned country teams in all aspects of program management and operations, and troubleshoot problems to find solutions, and mentor supervisees to ensure the same
  • Develop systems to improve operations and program management across the organization, and innovate processes to ensure continuous improvement
  • Work with HQ (program, finance, technical teams) and country teams to regularly review program performance against targets and expected results and support teams to take action as needed – for countries support as well those his/her team supports
  • Lead development and review of workplans, reports, and data within and across countries to ensure quality, identify successes, and address challenges
  • Lead and ensure sound start-up and close-out processes are in place, tracking progress and ensuring adherence to al donor and Jhpiego requirements, and starting up new country offices/projects as needed
  • Collaborate closely with Project Directors to ensure smooth functioning of global/multi-country awards including strong processes in place for implementation, KM, and collaboration across relevant countries/departments

IMPLEMENTATION & CONTROL:

  • Work proactively to address technical, finance and operations issues with the Sr. Finance Manager, GPO and Technical Advisor (TLI) assigned to the cluster
  • Work closely with other departments to identify and troubleshoot challenges and develop effective solutions to address country specific needs
  • Attend HQ Ops country meetings for cluster of countries, and lead HQ Ops meetings for countries that directly support
  • Track and manage project standards for projects for cluster of countries
  • Review and escalate quality concerns in cluster of countries (technical, project management, financial management, compliance) and for countries that directly support
  • Support communication needs with GECO for targeted countries
  • Lead and support knowledge management efforts within GPO and across the organization, including taking leadership and ownership of internal team processes and communications

CROSS-CUTTING INTERNAL GPO:

  • Take leadership and initiative in developing and implementing Jhpiego-wide initiatives as they arise
  • Serve as trainer on project management and other initiatives
  • Keep GPO senior management up to date on issues
  • Coordinate general funds requests for the cluster of countries
  • Coordinate completion of monthly leadership team reports for the cluster of countries
  • Develop systems to improve program management for the cluster of countries
  • Participate in meetings with other departments to troubleshoot problems
  • Track and manage LOE needs for the cluster of countries
  • Backstop Sr. Director as needed
  • Mentor Program Officers on [email protected] tools

Qualifications

  • MPH or equivalent advanced degree
  • Certified in [email protected] (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)
  • 10 years’ experience at PO level
  • Proven experience successfully managing large complicated public health projects (e.g., multiple partners, difficult donor relations, low in-country capacity) by at least 4 different types of donors, including one USG donor in multiple countries with experience:
    • Submitting high quality reports submitted on time to donors
    • Managed partners as part of a consortium
    • Coordinate effective development, sis and reviews of budgets
    • Understanding and analyzing expenses, variances, accruals, and pipelines
    • Successfully started up a new project
    • Successfully developed work plans with multiple partners
    • Successfully closed out a large project
  • Proven experience successfully supporting new program development
    • Served as program lead on at least 5 proposals – including budget inputs
    • Successfully served as proposal writer on 3 proposals >$10M (e.g., USAID bi-laterals)
  • Experience working at least 2 years overseas with Jhpiego or another NGO
  • Experience supervising and mentoring staff
  • Experience training
  • Proven experience successfully dealing with challenging situations (HR, fraud, donor, etc.)
  • Experience representing Jhpiego at high level meetings
  • Strong understanding of at least 3 technical areas Jhpiego works in
  • Deep knowledge of USG rules and regulations
  • Experience with Office 365
  • Understanding of Jhpiego’s strategy, work, processes
  • Strong organizational skills
