About the Position:

Position Title:       Program Manager for Humanitarian Practice

Position Type: Full-time 

Location:   Washington, DC

Reporting to: Senior Manager for Humanitarian Practice

Purpose: 

The Program Manager for Humanitarian Practice provides support and leadership for InterAction members working on issues related to humanitarian assistance. The Manager engages with InterAction staff, members and key USG and global partners involved in the delivery and coordination of humanitarian responses to facilitate collective NGO action, engagement and education through the effective management of the Country Response Working Group program. Current and active country response working groups include: Syria regional response, Iraq, Yemen, West Bank/Gaza, Sudan/South Sudan and Venezuela regional response. Current ad-hoc working groups include: Pakistan, Afghanistan, Rohingya response, Horn of Africa and Great Lakes/DRC. Depending on demand and opportunity, additional working groups may form, and / or ad hoc working groups may transition to active status. 

Responsibilities:

  • Manage the country response working group program on behalf of HPP including: recruiting and supporting working group co-chairs and member champions, facilitating the development and implementation of workplans and advocacy initiatives, managing regular and ad hoc meetings, contact and network management support, production of quality notes and action points, action point follow up, and ensuring coherence and connectivity across country response WGs where appropriate; 
  • At the direction of the Senior Manager for Humanitarian Practice and/or in consultation with WG co-chairs and member champions, lead on drafting persuasive and educational advocacy and communications products for various audiences on issues related to humanitarian response operations and policy; 
  • With the guidance of the Senior Manager and Director for Humanitarian Practice, provide support and input on substantive matters related to country humanitarian response to InterAction NGO member staff in a timely manner;
  • Represent InterAction to OFDA, PRM, Department of State, UN and other stakeholders as required;
  • Coordinate learning and educational opportunities regarding humanitarian issues for InterAction members and partners; 
  • Liaise with InterAction’s Public Policy and Communications Team on issues related to advocacy and communications;
  • Liaise with HPP, InterAction and external sector experts such as Protection, Shelter, Security, D.R.R., on issues germinating from country/regional working groups; 
  • Manage/coordinate humanitarian team projects on an as needed basis;
  • Provide mentorship and learning support to junior staff on the HPP team; and
  • Perform other duties as assigned.

Qualifications

  • Masters degree in a relevant field or equivalent work experience;
  • 5-7 years of non-profit or NGO work experience within international humanitarian assistance, with 2-3 years preferably at the field level;
  • Knowledge of the US legislative process and familiarity with leveraging points throughout the US government on humanitarian issues;
  • Good knowledge of the UN system, particularly those agencies involved in humanitarian response;
  • Strong advocacy and communications skills, experience writing for and communicating with, a variety of different audiences;
  • Coalition management and coordination experience, including strong meeting facilitation and consensus-building skillsets;
  • Previous experience (preferably at the field level) in coordination activities involving key stakeholders in humanitarian response (INGOs, local NGOs, UN, donors, etc);
  • Familiarity with current issues in the humanitarian sector including complex emergency response, natural disaster response, security, civil military relations, disaster risk reduction, and staff care;
  • Strong interpersonal skills and experience managing the needs and interests of diverse constituencies;
  • Availability for domestic and international travel.
