Interim Program Manager – Asia Division Temporary Part Time 

This position, based in Freedom House’s Washington, DC office, will lead the organization’s program activities in the Asia region for a four to five-month period while Freedom House’s permanent manager for the region is away on leave. This includes implementing existing and (pending receipt of funding) launching new projects and developing proposals to USG agencies for new projects. It also includes managing the department’s overall budget and supervising DC- and field-based staff and consultants.  

This is a temporary, part-time position (approximately 25 hours/week) from mid-June through October 2019. The position reports to the Senior Vice President of International Programs. No overseas travel is anticipated.

PRINCIPLE DUTIES, RESPONSIBILITIES, AND EXPECTATIONS

  • Project implementation - Oversee implementation of ongoing awards, ensuring that activities are carried out in compliance with governing work plans and budgets, and that donors are consulted as appropriate and updated as required both verbally and in writing.

  • Project and proposal development - Identify new USG funding opportunities and work with other Freedom House staff to pursue them. Lead development of submission-ready project concept papers and proposal packages.

  • Representation of Freedom House - Maintain relationships with external stakeholders, particularly donors, project partners, and grantees.

JOB QUALIFICATIONS

  • Bachelor’s degree in political science, international relations, or related field

  • Master's degree preferred

  • Minimum 8-10 years of experience implementing USG-funded international democracy, rights and governance programming, with experience implementing programs in support of civil society organizations and/or human rights defenders strongly preferred

  • Experience managing a team consisting of both headquarters-based and field-based staff

  • Experience supporting sensitive projects in closed or closing operating environments strongly preferred
