Position description

Search in South Sudan is about to launch a new program with the aim to empower young people in their communities by leveraging media. As such, Search is currently seeking to recruit a Monitoring & Evaluation Officer to lead ongoing monitoring and evaluation efforts of the program and media activities. Based in Juba, reporting to Search’s South Sudan Program Manager and collaborating with Search’s Institutional Learning Team (ILT), the Monitoring & Evaluation (M&E) Officer will support the establishment of a strong M&E system and tools for the program, including radio programming, conduct regular monitoring visits, track project monitoring data, and ensure documentation of results.

 Key Responsibilities 

Roles and responsibilities include: 

Business development

  • Provide support to country programs in the development and implementation of their country fundraising strategies, ensuring alignment with the organization-wide priorities and business development strategy.
  • Under the regional director’s guidance, develop and maintain regular, constructive and open relationships with strategic donors in Europe, the USA and the region
  • Monitor donor trends, strategic interests and key objectives and identify potential alignment with the CSA region’s portfolio
  • Engage in strategic advocacy at donor and international partner level, promoting the region’s programmatic results and interests 
  • Participate in conferences, workshops and working groups relevant to the region as required.
  • Develop and cultivate relationships with key actors within government, potential partner organizations, multi-laterals, corporations, and others who are working in and on Central and Southern Africa. 


  • Participate actively and regularly in internal fundraising forums and monitor pipeline for opportunities for the region
  • Ensure the creation of proposal task trackers with clear roles and responsibilities and timelines for each proposal development process
  • Lead the design, development and timely submission of high-quality concept notes and proposals in French or English, ensuring compliance with donor and Search requirements and alignment with Search’s global theory of change and country strategic priorities. 
  • Lead at regional level and support at country level partnership negotiations for consortium proposals. 
  • Support the country teams as they develop new projects, providing feedback on design and logic, and ensure incorporation of best practice and learning from across the organization.
  • Ensure proposals go through the necessary review and approval processes


  • Organize and lead regular fundraising calls with each of the country programs to set priorities, delegate tasks and track in country opportunities being pursued
    Coordinate with and support country programs to create and pursue opportunities for unsolicited funding
  • Maintain an accurate database on key Central and Southern Africa fundraising data, including pipeline opportunities, ongoing proposal development, submissions and success rate.  
  • Support country teams in developing learning and communication products aimed at promoting country programs or strategies as part of the region's fundraising efforts.
  • Ensure up to date database of donor and partner contacts is maintained at regional and country levels
  • Participate as required in the development of the Central Africa conflict geography strategic plan

Capacity building

  • Identify fundraising and business development capacity needs at country level and provide training as needed
  • Provide in country and remote coaching to country teams to improve their capacity to engage constructively with donors
  • Monitor results and lessons learned from across the organization and share with country teams with the aim to improve program design.
  • Provide interim management support within the region as needed

  • Bachelor’s Degree in international relations, conflict transformation or relevant field.


  • Minimum of 4 years of experience in business/program development for international NGOs, preferably on conflict transformation and/or international development, including:
  1. Coordinating proposal development processes for a range of donors, including for USG (USAID and Department of State), European Commission, United Nations, and various European Member States is necessary.
  2. Donor relationship-building and representation, particularly on the European stage
  3. Project design, including developing theories of change, results chains and logframes.
  4. Knowledge of conflict dynamics in DRC, CAR and Madagascar


  • Written and verbal fluency in English and French required
  • Strong writing skills, with ability to adapt to the house style
  • Attention to detail 
  • Ability to work effectively under pressure and to tight deadlines
  • Lived or worked in DRC and/or CAR an advantage.
  • Willingness to travel frequently, including to the Central Africa region.
  • Demonstrated ability to effectively to work with multi-cultural teams, with attention to mentorship and professional development of staff.
  • Excellent coordination and communication skills and ability to work remotely effectively.
  • Self-starter requiring minimal supervision to achieve goals.
