Position description

Core One seeks an experienced Information Sharing and Safeguarding Analyst to support the Office of Policy and Strategy (P&S) within the Office of the Director of National Intelligence (ODNI).  P&S manages a unified, effective, and accountable IC policy process through the development and implementation of an annual Policy Work Plan, promotes the integrated intelligence enterprise through the development of the National Intelligence Strategy (NIS) and evaluate the IC’s strategic posture and progress towards our goals and objectives; monitors information sharing and safeguarding activities to facilitate and enhance the discovery, dissemination, and retrieval of information within the IC; and leads and facilitates effective oversight and management of controlled access programs to enhance intelligence integration across the IC.  Candidates should have a strong record of achievement in the IC and experience. Previous experience with the US Government, as a staff employee or contractor is desired.

PRIMARY RESPONSIBILITIES

  • Provide logistical support for the Information Sharing Steering Committee, to include meeting invitations, agendas, and minutes, as well as coordination of briefings and action items.
  • Provide logistical support (invitations, agendas, meetings minutes) for interagency committees charged with driving information sharing and safeguarding. Demonstrated ability to author, develop, comment on, or update clear and concise interagency issuances on complex topics.
  • Partner with ODNI components and IC elements to complete specific initiatives and projects that advance information sharing and safeguarding in accordance with IC policy.
  • Provide logistical support for the solicitation, review, and selection of projects to be funded by the annual IC ISSE Innovation Fund.
  • Facilitate IC element development and implementation of information sharing and safeguarding requirements (e.g., IC IE Data Services requirements, Attorney General-approved guidelines for sharing US Person data, EO 12333 Section 2.3 procedures).

Qualifications

To qualify for Level 2:

  • Bachelor’s Degree. The government will waive the Bachelor’s degree requirement if the candidate has a minimum of or 5 years of experience in the Intelligence Community, with 2 years’ specific experience in the areas of access controls, information sharing and safeguarding policy, or implementation of mission needs.
  • General knowledge of the governing principles, laws, policies, procedures, protocols, regulations and statutes related to IC information sharing and safeguarding.

To qualify for Level 3:

  • Bachelor’s Degree in political science, public policy, international affairs, law, data science, or informatics and 5 years’ specific experience in the areas of access controls, information sharing and safeguarding policy, or implementation of mission need. The government will waive the Bachelor’s degree requirement if the candidate has a minimum of 10 years of experience in the IC, and 5 years’ specific experience in the areas of access controls, information sharing and safeguarding policy, or implementation of mission need.
  • Expert knowledge of the governing principles, laws, policies, procedures, protocols, regulations and statutes related to IC information sharing and safeguarding.
