USGI is seeking a Rule of Law Management Analyst, referred to as Analyst throughout the rest of this document, provides programmatic development and oversight to the INL/AP Corrections Team. The Analyst will organize and participate in meetings, seminars, and exercises to develop plans and programs for implementation of judicial sector assistance and provide other general programmatic support to further the Justice Team programs, including drafting, briefing, and research.

GENERAL DESCRIPTION

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The Office of Afghanistan/Pakistan Programs (INL/AP) is part of the INL Bureau. The Bureau is responsible for the development, supervision, coordination, and implementation of international criminal justice assistance and international narcotics control assistance activities for the Department of State. INL/AP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Afghanistan and Pakistan.

INL’s rule of law portfolio focuses on strengthening Afghanistan’s justice system through support for the Government of Afghanistan and civil society. To accomplish this goal, INL analysts and program officers manage an array of foreign assistance programs in justice sector development, legal training, major crimes, gender justice, legal education, corrections, access to justice, and a comprehensive counternarcotics program. These programs, funded by INL, are implemented by international organizations, nongovernmental organizations, private contractors, and the Government of Afghanistan. In addition, INL is engaged in efforts with the Afghan Ministry of Justice, Attorney General’s Office, Ministry of Women’s Affairs, Ministry of Agriculture, Ministry of Public Health, Supreme Court, Ministry of Interior, Afghan Independent Bar Association, and Afghan Prosecutors’ Association. All Afghanistan teams work collaboratively.

LEVEL OF EFFORT

Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.

TELEWORK

This position has been designated as 60% telework and will require the incumbent to report to the physical work location four times per federal government pay period. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in- person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.

Telework must be authorized in advance by the INL/AP Office Director, INL Contracting Officer (CO), and Contracting Officer’s Representative (COR), in accordance with Department of State and INL policies.

POSITION LOCATION

The physical work location is INL/AP’s office within SA-1 – Columbia Plaza (2401 E Street NW, Washington, DC 20037).

CLEARANCE REQUIREMENT

A secret security clearance is required for this position; however, the Analyst can begin work with an interim Secret clearance.

TRAVEL

Domestic and international travel may be required for this position and will be done at the behest of the Office Director, Deputy Director, or Budget and Logistics Team Lead. 

TRAINING

Mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. Travel related training (i.e. FACT (CT650), HTSOS-C, etc.), may be required.

DUTIES & RESPONSIBILITIES

  • Drafts contractual statements of work to meet U.S. foreign policy, supports the interagency, and works with procurement and budgetary offices to ensure funding is secured and to monitor initiatives and programs through federal contracts.
  • Drafts and coordinates the preparation of programmatic and budgetary justifications and responses to Congressional, OMB, Department, Bureau and Embassy offices.
  • Drafts and coordinates program justifications and responses to congressional and oversight committees, including OMB, GAO, OIG, SIGAR, and the House and Senate committees on foreign appropriations.
  • Provides senior advisory support and guidance to the Office Director, Deputy Director, Corrections Team Lead, and Embassy Kabul, as needed and directed.
  • Responds to requests from Bureau and Department staff/program officers and leadership for information concerning administrative and budget programs. From available background data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time.
  • Advises on the management and oversight of programs to advance support to vulnerable prison populations, including grants to Afghan children’s support centers, child protective organizations, and civil society.
  • Reviews cost proposals from implementing partners and advises INL/AP on the reasonability and appropriateness of costs; assesses cost sharing arrangements in which multiple INL-funded projects are run by the same implementing partner.
  • Assists in the oversight, monitoring, reporting, coordination, and assessment of INL programs to ensure deliverables and foreign assistance priorities set by the Department of State are being fulfilled.
  • Coordinates with INL/AP and INL/Kabul to advise on strategic planning in the corrections sector, including advice regarding developing new initiatives and reviewing programs for compliance with U.S. and Afghan law and effectiveness in relation to the goals of the Government of the Islamic Republic of Afghanistan (GIRoA).
  • Develops and maintains comprehensive knowledge of issues related to Afghanistan’s rule of law sector with a particular focus on corrections, human rights standards and national security.
  • Serves as an advisory resource for INL/Kabul and INL/AP on specific aspects of planning and implementation of justice reform programs in Afghanistan.
  • Fosters interagency cooperation, including helping coordinate work between the U.S. military, USAID, DOJ, and INL.
  • Supports the development and maintenance of relationships with members of the rule of law reform community, non-governmental organizations, and the policy community.
  • Ensures that INL/AP and the INL Front Office receive timely information and reporting to ensure that senior Department, interagency, and budget briefings are fully informed of developments on the ground.
  • Prepares background materials and reports used by the INL/Kabul and INL/AP leadership in preparing reports, speeches, briefings, and testimony to articulate INL engagement on justice sector reform in Afghanistan.
  • Assists with designing, developing, and writing contract and grant solicitations, bilateral letters of agreement, and budget plans.
  • Assists with contract management, such as by assisting in the evaluation of a contractor’s performance and providing support for assessing contract claims and preparing termination settlement documents.
  • Assists with efforts to support the PRM administered P1and P2 refugee processing for known INL implementers, interlocutors, and their families in Afghanistan.
  • Assists with rapidly changing requirements and procedures associated with INL Kabul staffing support and critical program implementation under the ordered departure directive.
  • Assists with the preparation of responses to Freedom of Information Act requests.

MINIMUM QUALIFICATIONS

  • U.S. Citizen
  • Bachelor’s degree from an accredited institution
  • Four to six years’ experience in relevant field
  • Demonstrated knowledge of Federal regulations in regard to area of specific need
  • Proficient in Microsoft Office Suite
  • Demonstrated experience facilitating organizational change

PREFERRED QUALIFICATIONS

  • Previous experience working in the Bureau of International Narcotics and Law Enforcement Affairs (INL)
  • Bachelor’s degree in a field related to the primary duties of this position, including but not limited to International Affairs, Political Science, or Public Administration
  • Previous experience working on justice reform issues within the U.S. Government
  • Superior writing, communication and interpersonal skills
  • Previous international rule of law development experience
