Position description

The Minority Business Development Agency (MBDA) is the only federal agency whose sole mission is to promote the growth of minority owned businesses through the mobilization and advancement of public and private sector programs, policy, and research. It is also to promote the growth of minority owned businesses through the mobilization and advancement of public and private sector programs, policy, and research. MBDA has accomplished this mission by funding a network of centers that provide Minority Business Enterprises (MBEs) a variety of business assistance services.

 

Duties

 

  • This advanced developmental position performs analysis and advisory assignments related to
  • the effectiveness of programs and/or the efficiency of the management of operations.
  • Identifies procedural problems in program operations, using quantitative or qualitative methods.
  • Conducts studies on operating programs. Analyzes findings. Makes recommendations in reports.
  • Studies proposed legislation and/or regulations for impact on programs. Research current or
  • new management practices for application to programs or operations.
  • This full-performance level position performs analysis and advisory assignments related to the
  • effectiveness of government programs and/or the efficiency of the management of government
  • operations.
  • Conducts detailed analyses of complex functions and work processes of broad administrative or
  • technical programs and makes recommendations for improvement in the effectiveness and
  • efficiency of work operations.
  • Develops new methods, organizational structures, and management processes.
  • Counsels and advises program managers on methods and procedures, management surveys,
  • management reports, and control techniques.

Qualifications

  • You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience:

      • Analyzing and evaluating on a quantitative or qualitative basis the effectiveness of program or project operations in meeting established goals or objectives;
      • Conducting fact-finding interviews to obtain information about organizational functions and work procedures;
      • Preparing written technical data summary documents and/or policy analysis reports that support findings, guidance, and/or recommendations which improve compliance with applicable laws, regulations, or guidelines; AND
      • Performing research and analysis to improve program efficiency.

OR EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
