Overview: DT Global is seeking a temporary, part-time Senior Director of Economic Growth to join the Economic Growth and Governance (EGG) Practice. The Senior Director will provide strategic advice, technical expertise, and thought leadership to current and future programs and proposals in thematic areas such as market systems development, resilience and inclusiveness in market systems, private sector development, access to finance, competitiveness, business enabling policy reform and/or agriculture market development.

 

Tasks and Responsibilities:

Project Delivery

  • Provide technical guidance to project implementation teams, as needed.

 

Technical Excellence

  • Oversee and provide higher level technical guidance on market systems, access to finance, agriculture market development, and/or business enabling environment policy reform.
  • Lead technical leadership efforts, including development of thought pieces and other knowledge products, and participate in sector activities and events.
  • Manage the USAID IDIQs, including leading new business efforts and interacting with USAID and IDIQ partners, as applicable.

 

Business Development

  • Oversee successful development of new business proposals by providing strategic positioning for the sector, technical oversight, and resource allocation in close coordination with the BD team.
  • Ensure the development of high quality, compliant, and innovative proposals.
  • Contribute to reviewing all proposals as part of the development process, particularly on strategic partner negotiations. For priority bids, serve as the capture manager or technical writer in line with core skill sets and networks.
  • Lead new business proposals from capture phase through live solicitation, which includes leading pipeline discussions to determine bids to pursue.
  • Lead scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts.
  • Lead business development activities, including target pipelines, research, recruitment, proposal development and marketing. Drafts technical proposal sections within area of expertise. 
  • In coordination with Vice President, SMT, etc. manage the long-term positioning of DT Global with key clients, including the development and maintenance of strong relationships with current and potential clients. Helps determine priorities among opportunities and contributes to pipeline development.

Education & Minimum Qualifications: 

  • Bachelor’s degree in economics, international development, business management, or other related field; or an equivalent combination of education and work experience
  • A minimum of 10 years of direct donor project management experience in the economic growth sector, responsible for overseeing project implementation and business development initiatives.
  • Experience leading proposal development efforts for USAID, including contributing technical guidance to proposals, assisting with strategic positioning, leading technical solution design, serving as a technical writer, leading strategic partner identification, and reviewing technical and overall quality of bids.
  • Knowledge and experience in market systems development, resilience and inclusiveness in market systems, private sector development, access to finance, competitiveness, business enabling policy reform, and/or agriculture market development.
  • Senior leadership experience as a Deputy Chief of Party or equivalent.
  • A minimum of 7 years supervisory experience.
  • Practical experience working with a range of development program partners, including government agencies, regulatory bodies, utilities, the private sector, NGOs, civil society, consumers, etc.
  • Substantial experience in managing international donor projects and extensive knowledge of donor regulations and policies (including AIDAR and FAR). Experience leading project start-ups and/or closedowns preferred.
  • Solid background in managing multiple and/or large programs.
  • Ability to serve as in-country Chief of Party in the event of a vacancy or absence.
  • Excellent interpersonal skills: ability to work independently and effectively lead multiple teams.
  • Strong leadership, communication, and strategic thinking skills.
  • Long-term field experience working outside the US, particularly in developing countries, required.
  • Knowledge of U.S. foreign policy in the Middle East, Africa, Latin America, and/or other relevant regions.
  • Proven experience with MS Office applications (Excel, Word, Outlook, PowerPoint).
  • Ability to travel and work overseas on short term technical assignments up to 25%, at times with very short notice.

 

Preferred Qualifications:

  • Master's degree in economics, international development, international relations, public policy, business management, or a related field.
  • 9 years of staff management experience.
  • Fluency in French, Russian, or Arabic preferred.
