Position description

AECOM has an excellent career opportunity for a creative, highly talented and experienced Deputy Chief of Party (DCOP) / Transaction Advisor. 

The DCOP will work closely with the Chief of Party (COP) and to provide support in overall project leadership, management, and technical direction of the anticipated activity. The DCOP will oversee some technical components as needed.  This position will report to AECOM’s East Region-Water Business Line out of Chelmsford, MA, USA and can be remote for qualified candidates already located within the Continental United States. 

Responsibilities of this position include, but are not limited to:

  • Support the COP in managing a multi-disciplinary team, and providing leadership, technical direction, and quality oversight to achieve project objectives and meet all contractual requirements.
  • Lead all technical delivery related to transaction advisory support for the target investment advancing key economic corridors.
  • Support management of overall technical teams in the development of technical deliverables related to infrastructure development to bring bankable projects to financial close.
  • Help the COP ensure environmental compliance including assessments and due diligence programs.
  • Effectively represent AECOM through communication and reporting to our client and contract personnel and serve as acting COP as needed.
  • Identify and manage technical resource needs with AECOM project support staff.
  • Identify issues and risks related to project implementation, provide mitigation strategies, and monitor through resolution.
  • Help ensure that systems are established and maintained, and adequate resources are applied to meet requirements for cost, schedule and quality requirements.
  • Monitor project subcontractors and partners and engage AECOM contracts staff to achieve efficient and effective subcontract compliance.
  • Oversee the project’s Monitoring, Evaluation and Learning program to ensure compliance.
  • Provide overall quality assurance support delivery of priority projects.

Qualifications

Minimum Requirements

  • Bachelor’s degree in engineering, economics, project finance, international development, business administration, or related field plus 8 years of relevant professional experience in infrastructure transaction advisory services and/or engineering planning and design.
  • Experience managing engineering, infrastructure transaction advisory, or construction projects.

Preferred Qualifications

  • Ten (10) years of relevant professional experience in infrastructure transaction advisory services and/or engineering planning and design.
  • Eight (8) years of experience in implementing projects of similar complexity, scope and budget, including in multiple continents and countries concurrently. 
  • Five (5) years of experience managing engineering, infrastructure transaction advisory, or construction projects including 5 years of working in International Development.
  • Proven experience working in Africa, the Indo-Pacific, and Latin America and the Caribbean.
  • Expertise in quality assurance and quality control processes.
  • Master’s degree in Finance or a related field.
