Position description
Gavi, the Vaccine Alliance, and the Africa Centres for Disease Control and Prevention (Africa CDC) have a shared vision to strengthen public health institutions and systems in Africa. This vision is formalized in a Joint Action Plan (JAP) that focuses on six key priorities, namely supporting Africa’s future through sustainable immunization systems, information sharing, coordination and aligned communication, facilitating efficient regulatory pathways, strengthening diagnostic and disease surveillance capacity, engagement in the continental vision to expand vaccine manufacturing in Africa and Pandemic Prevention, Preparedness and Response (PPPR).
Under the supervision of the Head of Planning, Reporting, and Accountability (PR&A), the Principal Monitoring and Evaluation Officer will play a critical role in ensuring the successful implementation of the JAP alongside other Planning, Reporting and Accountability roles. This will be achieved by designing, implementing, and overseeing a robust Monitoring and Evaluation system that tracks progress across all six priorities. The incumbent will support the coordination of the Zero-Dose Scorecard monitoring and peer review activities, under the priority area of Supporting Africa's Future Through Sustainable Immunization Systems. The role will support Monitoring, Evaluation, Accountability, and Learning (MEAL) to advance Africa CDC’s goals, contributing to continental efforts to ensure the high-quality design, implementation, and reporting of supported programmes in line with global standards. It will also facilitate monitoring and reporting for immunization programmes to support data-driven decision-making, aligned with the Africa CDC mission and the GAVI partnership.
Main Functions
- Lead the design and development of the annual programmatic plan for the organisation;
- Lead in the development of different programmatic and operational reports. These include quarterly, mid-year and annual reports;
- Coordinate the development, validation and deployment of planning and reporting tools for the organisation;
- Ensure practical implementation of the Result-Based Management with Africa CDC;
- Lead the standardisation of activity implementation approaches for improved efficiency in delivering results;
- Contribute to enhancing organisational best practices in planning and reporting in compliance with established standards and protocols;
- Stay updated on emerging trends and best practices in designing, implementing, and reporting health-related programmes;
- Develop capacity building programmes for Africa CDC staff in the area of planning, implementation and reporting for health programmes;
- Mentor and coach the subordinates to ensure institutional and divisional growth.
Specific Responsibilities
JAP M&E:
- Develop a comprehensive M&E plan for the JAP, aligned with M&E principles, for adoption at the RCC level;
- Design and implement monitoring tools and data collection strategies for JAP activities, oversee data collection, analysis, and reporting from HQ Business Units, and monitor and evaluate work plans;
- Identify and address M&E gaps or challenges, prepare regular progress reports highlighting achievements, challenges, and lessons learned, and disseminate findings to stakeholders for decision-making and course correction;
- Support the effective management of M&E budgets and resources;
- Collaborate and coordinate with partners (e.g., Member States, AUC, WHO/UNICEF, etc.) in the development, implementation, and analysis of the Zero-dose scorecard monitoring and peer review process;
- Provide technical guidance and support on M&E best practices and contribute to capacity-building initiatives for JAP stakeholders.
Development of MEAL systems
- Lead the development, improvement, validation, and deployment of organisational MEAL systems (people, processes, technologies, and tools), including M&E policies, institutional learning agendas, and evaluation tools;
- Develop and implement standardised templates and guidelines for business units to support MEAL functions, and assist in creating robust MEAL frameworks, tools, and systems to track programme performance and impact;
- Ensure MEAL frameworks align with Africa CDC's strategic objectives and Results-Based Management (RBM) approach, and support programme teams in integrating MEAL activities into programme design, implementation, and reporting.
Monitoring and Evaluation of Work Plans
- Conduct periodic reviews (quarterly and annual) of organisational work plans, assessing progress against targets and alignment with the result matrix.
- Analyse trends in achieving targets set in the Performance Indicator Reference Sheet and develop KPIs to track organisational objectives.
- Prepare regular review events to track yearly progress across health programmes in Africa, and organise periodic evaluations to assess milestones achieved in health within the continent
Qualifications
- A master’s degree in Statistics, Business Administration, Information Technology, Public Health, Health Policies, Strategic Planning, Project Management, Development Studies, Economics with a minimum of 10 years of professional experience in project/program planning and reporting roles, preferably within African continental or multi-country organisations of which Six (6) should be at expert level and three (3) years in a supervisory role; OR
- A bachelor’s degree in business administration, Public Health, Health Policies, Strategic Planning, Project Management, Development Studies, Economics, or related fields with a minimum of 12 years of professional experience in project/program planning and reporting roles, preferably within African continental or multi-country organisations of which Six (6) should be at expert level and three (3) years in a supervisory role;
- Strong understanding of M&E principles, methods, and tools, with experience in designing and implementing M&E frameworks, data management, and dashboard design.
- Proficient in using tools like Excel for work plans, Gantt charts, and web-based workflow management, with a track record in dashboard design and expertise in DHIS2, Power BI, Open Data Kit (ODK), Microsoft Office Suite, and collaboration tools such as Microsoft Teams and Planner;
- Proven experience in developing, coordinating, and managing organisational work plans and performance evaluation frameworks, particularly in international organizations and complex projects;
- Experience liaising with Member States and intergovernmental bodies;
- Demonstrated experience in aligning strategic plans, results frameworks, work plans, KPIs, and theory of change to measure performance in complex public/private sector programs;
- Expertise in work planning at the agency or large program level in the public health domain, including annual work plan preparation, reporting, quality assurance, and project planning support;
- Substantial experience tracking, monitoring, and evaluating progress in implementing health initiatives across the continent;
- Skilled in project activity planning, applying project management standards, and utilizing Results-Based Management (RBM) and logical framework approaches;
- Previous experience in international organizations is an added advantage.
Required Skills
- Strong analytical, problem-solving, and data management skills, with excellent written and verbal communication abilities, capable of presenting complex information clearly.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and highly integrated ERP systems such as SAP;
- Strong organizational and project management skills, able to handle multiple tasks, meet deadlines, and work under minimal supervision while maintaining high accuracy and attention to detail;
- Excellent customer service, interpersonal skills, and the ability to work under pressure with diverse individuals and institutions;

- Applicants must be proficient in at least one of the AU languages (Arabic, English, French, Spanish, Portuguese, and Swahili). Knowledge of additional African Union working languages would be an added advantage.
