Euromontana is the European association for the cooperation and development of mountain areas. We are a not-for-profit, multi-actor network comprising over 60 members from 15 European states, both within and outside the EU. Our members include regional development agencies, local authorities, agricultural organisations, environmental agencies, forestry organisations, and research institutes. Together, we work to improve the quality of life for people living in mountainous regions, based on sustainable development models. To this end, we are active across multiple sectors and topics relevant to mountain development, such as territorial development, demography, agriculture, tourism and climate change adaptation. Our actions fall into three main categories:
We advocate for the specific challenges and opportunities of mountain areas to be better taken into account in European policies.
We organise knowledge exchange activities within our network and beyond, focusing on disseminating and co-developing good practices.
We also participate in European-funded projects and produce thematic studies to support the creation of new knowledge relevant to mountain areas.

RESPONSIBILITIES
We are looking for a Senior Policy Officer to help lead the design and implementation of Euromontana’s policy and advocacy work, in close collaboration with the Director and the wider team. Key responsibilities include:
Monitoring and analysing EU policies, legislative developments, reports and studies relevant to Euromontana's working themes (e.g. agriculture, territorial development, climate change and the environment)
Identifying and advising on key advocacy opportunities, policy developments, and emerging issues relevant to mountain areas.
Implementing advocacy activities, such as drafting policy briefs and position papers, responding to consultations, and organising or participating in policy events. This involves close collaboration with team members and Euromontana members.
Participating in policy-related tasks within EU-funded projects involving Euromontana.
Representing the organisation in external expert and thematic groups (e.g., European Commission civil dialogue groups, EU CAP Network), and engaging with relevant policy stakeholders.
Coordinating the collection of good practices aligned with Euromontana’s objectives and thematic priorities.
Supporting the organisation of key internal and external events, including the biannual European Mountain Convention, board meetings, and general assemblies.
OBJECTIVES OF THE POSITION
Actively participate in enhancing Euromontana’s presence and visibility in key policy discussions to strengthen its position as a leading voice for mountain territories in Europe.
Act as an early warning system for EU policy developments that could impact mountain areas, enabling timely and strategic stakeholder engagement.
Support the Director in the long-term planning and execution of advocacy strategies, to ensure that Euromontana’s priorities are effectively communicated and advanced in EU policy debates.

Enhance and deepen Euromontana’s internal expertise on key EU policy areas, to reinforce its credibility and impact in its advocacy work.
Ensure that advocacy materials, policy documents, and stakeholder contacts are well managed, regularly updated, and accessible, thereby contributing to an efficient workflow within the team.
QUALIFICATIONS AND EXPERIENCE
Must-haves
A minimum of 5-8 years’ experience, ideally in areas related to rural development, mountain
agriculture, climate change, or territorial cohesion.
A Master’s degree (or equivalent five-year tertiary education) in a relevant field such as those
listed above.
Excellent writing skills, with a experience of preparing policy briefs, position papers, thematic reports or other advocacy materials.
A thorough understanding of EU institutions and policy-making processes, with familiarity with at least one of Euromontana’s core policy areas: territorial development, agriculture, and the environment.
Comfortable networking with stakeholders and representing the organisation in public events, high-level meetings, and multi-stakeholder platforms.
Fluency in spoken and written English. Good-to-haves
Demonstrated advocacy and lobbying skills, applied in a rural development context.
Field experience or direct exposure to mountain communities or rural territories.
Understanding of the specific socio-economic and environmental challenges in mountainous and rural areas.
Experience of developing and /or implementing strategic communication plans to support policy advocacy or advance the mission of an organisation.
Working knowledge of French (knowledge of additional languages from a mountainous European country an asset).
