The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Knowledge and Learning Coordinator will be responsible for supporting the ongoing implementation of the PALM scheme e-learning strategy to facilitate expansion of Pacific circular labour mobility to Australia. This position includes support for the phased rollout and continuous improvement of the PALM scheme e-learning function to service the learning needs of PALM scheme workers and their families. This position will be responsible for the development of animations and videos to support e-learning objectives, using AI and video development tools.
This is a fixed term opportunity required to September 2028 based from our Brisbane office.
The Knowledge and Learning Platform Coordinator will be responsible for:
• Support the implementation of the PALM scheme e-learning strategy in alignment with broader program requirements and end-of-program goals, and in response to ongoing program changes.
• Provide administrative support to knowledge and learning activities, including but not limited to procurement and management of suppliers, tracking of project progress, reporting against project plans, and other ad hoc duties.
• Support the development and assessment of high-quality knowledge and learning/e-learning assets for the benefit of a range of PALM scheme stakeholders, including managing project schedules and coordinating feedback/input from a wide range of stakeholders.
• Develop high quality visual learning content (animated videos and designs) to deliver sensitive, culturally informed learning to PALM scheme workers and families.
• Support the development and delivery of knowledge/e-learning materials specific to the information requirements of the PALM scheme and its key stakeholders, including cultural awareness products and worker and family preparation information and tools.
• Support ongoing consultation and collaboration processes with Pacific and Timor-Leste and Australian program stakeholders as part of product development process.
• Support coordination/clearance processes with PLMSP colleagues, DFAT and other Australian and participating sending country representatives as part of product development process.
• Support the culture and use of knowledge management/e-learning tools and processes with key PALM scheme stakeholders to ensure progress towards end-of-program outcomes.
• Support the development and implementation of training on knowledge management/e-learning tools and processes for key stakeholders as required.
• Support the ongoing maintenance of a learning management system, in collaboration with the PLMSP IT team and DFAT/DEWR, and other platforms/tools as required.
• Identify success stories from the e-learning function for publication across PALM scheme channels or sharing with relevant stakeholders.
• Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.
We are seeking an individual who:
• A relevant bachelor’s degree or certification e.g. in instructional design, communication, education, or community engagement with experience in knowledge and learning management, teaching, international relations; or an equivalent combination of relevant experience and/or education/training.
• Demonstrated experience working with technical systems for knowledge management, e-learning or other purposes.
• Demonstrated experience using AI video tools (e.g. Vyond, Powtoon) for animation and video creation.
• Demonstrated organisational skills, attention to detail and written and verbal communication skills.
• Demonstrated relationship management skills, including the ability to work across a broader team and with external stakeholders.
• Ability to work independently and demonstrate sound judgement.
• Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure;
