Job Purpose

Under the direct supervision of the Head of Programs, the Protection Program Manager will be responsible for the strategic oversight, planning, implementation, and quality assurance of all General Protection (GP), Child Protection (CP), and Gender-Based Violence (GBV) projects within Bonyan's Syria operations. This pivotal role ensures that all protection initiatives are aligned with Bonyan's organizational strategies, protection policies, humanitarian principles, and donor regulations.

The manager will lead the program team, foster a collaborative and high-performing environment, and ensuring the effective integration and success of projects. A key aspect of this role involves proactively adapting protection policies to the Syrian context, gathering beneficiary feedback, and designing gender-responsive programs that adhere to "Do No Harm" principles and include appropriate protection sensitization. Furthermore, the Protection Program Manager will champion the capacity development of Bonyan staff through leading training, assessment, and monitoring initiatives, while staying abreast of the latest protection and gender issues, trends, and best practices.

Duties and Responsibilities

I. Program Management & Leadership:

• Lead the comprehensive development, strategic planning, and effective implementation of the Protection Program in Syria.
• Actively participate in Bonyan's overall strategic planning processes and the formulation of annual action plans.
• Define clear scope, objectives, goals, and deliverables for all protection programs/projects, ensuring alignment with organizational and donor requirements.
• In collaboration with the related department, participating in developing comprehensive program plans, including detailed Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks, recruitment plans, procurement schedules, and accurate budget forecasts.
• Oversee and manage all financial aspects of the protection programs, including budget development, tracking expenditures, ensuring compliance with donor financial regulations, and preparing financial reports.
• Provide strong leadership and supervision to the Protection Program team, ensuring effective coordination and performance management of all program/project staff.
• Manage program/project budgets and resources meticulously, overseeing financial accounting, costing, and billing processes to ensure fiscal responsibility and compliance.
• Plan and meticulously track program/project timelines and deliverables, ensuring timely execution and adherence to work plans.
• Provide consistent direction, technical support, and guidance to teams, ensuring that all activities meet established quality standards and best international practices.
• Continuously monitor and rigorously report program/project progress to internal and external stakeholders, highlighting achievements, challenges, and proposed solutions.
• Prepare and present comprehensive reports detailing program progress, identified problems, and effective solutions.
• Implement and manage necessary changes and interventions to achieve optimal program outputs and outcomes.
• Conduct thorough program evaluations and systematically assess results against planned objectives and indicators.
• Perform robust risk assessments for all protection activities, developing and implementing mitigation strategies.
• Recruit qualified specialists and sub-contractors as needed, ensuring vigilant monitoring for compliance with Bonyan's guidelines and donor regulations.
• Represent Bonyan in Clusters, technical working groups, and donor’s meeting.

II. Strategic Development & External Relations:

• Map existing protection services with key stakeholders, identify strategic expansion opportunities, and actively assist in preparing compelling funding applications and proposals.
• Lead the development and contextualization of Bonyan's protection program at the field site level, actively assisting in formulating annual field plans and determining program direction in line with evolving needs.
• Establish and maintain strong coordination with relevant protection clusters, working groups, and other humanitarian actors in Syria.
• Engage proactively with donors, contributing to positive relationships and ensuring the timely review and submission of accurate narrative and financial reports.
• Represent the organization professionally in all external forums, meetings, and interactions with partners, donors, and governmental bodies.

III. Capacity Building & Quality Assurance:

• Ensure that all General Protection (GP), Child Protection (CP), and Gender-Based Violence (GBV) projects are implemented in strict alignment with Bonyan's protection policies and comply with all donor regulations and international standards.
• Play a key role in adapting Bonyan's protection policies to the specific contextual realities of Syria, ensuring they are culturally sensitive and effective.
• Lead initiatives for gathering systematic feedback from beneficiaries and communities to inform program design and adaptation.
• Ensure the planning and implementation of gender-responsive programs, meticulously ensuring adherence to "Do No Harm" principles and appropriate protection sensitization across all activities.
• Lead staff capacity development initiatives, including the design and delivery of training programs, assessment tools, and monitoring frameworks related to protection issues.
• Stay continuously updated on new protection and gender issues, trends, legal frameworks, and best practices relevant to the Syrian context, integrating this knowledge into program design and implementation.

Academic Qualifications, Requirements, and Skills

Academic Qualifications:

• Bachelor’s degree in psychology, Social Work, Education, International Relations, Humanitarian Studies, or a closely related field.
• A Master’s degree in a relevant field is highly preferred.

Requirements:

• Minimum of 5-7 years of progressive professional experience in leading, managing, and implementing protection programs/projects within a humanitarian or development context, with significant experience in complex emergencies or conflict-affected areas.
• Demonstrated ability to represent an organization professionally and effectively at all levels.
• Profound commitment to Humanitarian Core Standards, Sphere standards, and other relevant international humanitarian principles.
• In-depth knowledge of International Human Rights Law (IHRL), International Humanitarian Law (IHL), Refugee Law, and other relevant international legal frameworks pertaining to protection.
• PMD Pro certification or equivalent project management qualification is highly desirable.
• Proven ability to engage effectively with donors and meticulously review narrative and financial reports.
• Prior experience working in Syria or the broader Middle East region is a significant advantage.
