POSITION SUMMARY:

Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization dedicated to providing lasting solutions to health challenges, empowering local health workers, and improving the quality of life for communities affected by health crises, especially women and children. Project HOPE seeks to expand its engagement with European Union funding programs aligned with its mission and strategic goals. The organization intends to submit high-quality proposals in response to upcoming calls under the following EU mechanisms:

  • Horizon Europe
  • EU4Health
  • Programme for the Environment and Climate Action (LIFE)
  • Asylum, Migration and Integration Fund (AMIF)
  • Citizens, Equality, Rights and Values Programme (CERV)
  • European External Action Directorates
    • Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO)
    • Directorate-General for International Partnerships (DG INTPA)
    • Directorate-General for Neighbourhood and Enlargement (DG NEAR)

We are seeking an experienced EU Proposal Development Consultant to support the design and submission of high-quality, strategically aligned proposals under these mechanisms.

OBJECTIVE:

To develop competitive and compliant EU funding proposals that align with Project HOPE’s strategic objectives in health and climate, and to position the organization for success through a clear understanding of the funding landscape and competitors.

PRINCIPAL RESPONSIBILITIES:

  1. Opportunity Analysis and Planning
    • Review and analyze open and upcoming EU calls for proposals relevant to the organization.
    • Advise on strategic fit and feasibility based on program requirements.
    • Recommend proposal opportunities aligned with the organization’s strengths and strategic priorities.
  2. Competition and Landscape Analysis
    • Conduct a competitive landscape analysis for each targeted call:
      1. Map recent awardees and types of funded projects.
      2. Identify leading applicants and common consortium structures.
      3. Benchmark Project HOPE’s positioning relative to competitors.
    • Recommend strategic differentiators to improve proposal success.
  3. Proposal Development
    • Lead or support the drafting of full proposals (narrative, budget, annexes).
    • Coordinate with internal technical teams to develop content aligned with call objectives.
    • Ensure logical frameworks, impact pathways, and theory of change are robust and tailored.
    • Align proposal language with the evaluation criteria of each funding mechanism.
  4. Consortium and Partnership Support
    • Identify and engage strategic partners (e.g., research institutions, NGOs).
    • Support identification and vetting of consortium partners across EU Member States and Associated Countries.
    • Develop or review partner roles, letters of intent (LOIs), and work packages.
    • Coordinate inputs from partners to ensure a coherent and unified submission.
  5. Budget Development Support
    • Provide guidance on EU budgeting rules and cost eligibility (e.g., Horizon lump sum model, EU4Health cost categories).
    • Coordinate with financial staff to ensure budgets are realistic and aligned with technical components.
  6. Compliance and Submission
    • Ensure proposals meet administrative, technical, and financial compliance requirements.
    • Upload and submit final proposals via the EU Funding & Tenders Portal or other designated platforms.
    • Maintain an internal checklist of all required documents, deadlines, and roles.
  7. Capacity Strengthening
    • Provide briefings or workshops to internal staff on EU funding mechanisms and proposal development best practices.

DELIVERABLES:

  • Opportunity analysis.
  • Competition and funding landscape analysis report (including competitor profiles and recommendations).
  • 2–3 complete, submission-ready proposals (including narrative, work plan, budget, annexes).
  • Partner profiles, LOIs, and consortium coordination notes.
  • Submission checklists and compliance assessments.
  • Workshop/training materials for internal team capacity building.

MINIMUM QUALIFICATIONS:

  • Proven track record of successful proposals submitted to NDICI, ECHO, Horizon Europe, EU4Health, LIFE, AMIF, or CERV.
  • Strong knowledge of EU funding rules, structure, and evaluation processes.
  • Experience in coordinating multi-country, multi-partner consortia.
  • Excellent writing, editing, and project management skills.
  • Familiarity with EU Funding & Tenders Portal and related documentation formats.
  • Background in public health, humanitarian response, international development or similar fields.
  • Experience and knowledge in working in Eastern European countries is preferred.
