Position description
Ironclad Defense Works (IDW) is seeking a highly qualified professional to serve as U.S. Liaison Officer to the U.S. Congress, supporting NATO Allied Command Transformation (ACT). This forward-deployed position in Washington, D.C. ensures that ACT maintains strong visibility, situational awareness, and relationships within the U.S. legislative environment. The officer will represent ACT’s priorities, monitor defense-related legislative developments, and engage with Members of Congress, staffers, committees, and policy influencers on Capitol Hill.
This is a unique opportunity to support NATO’s transformation agenda at the highest levels of U.S. defense policymaking.
Key Responsibilities
- Monitor and analyze U.S. defense budget cycles, appropriations, and authorizations, providing actionable reporting on implications for NATO.
- Track Congressional reforms, debates, and hearings with direct relevance to NATO’s mission, including U.S. posture in Europe and burden-sharing discussions.
- Maintain and expand professional relationships with Members of Congress, staffers, and relevant committees to increase ACT visibility and influence.
- Provide strategic briefings to ACT leadership on emerging legislative trends, risks, and opportunities.
- Support ACT delegations, visits by senior NATO officials, and congressional engagements in Washington.
- Represent NATO ACT at policy events, hearings, conferences, and networking activities.
- Coordinate with U.S. executive agencies, allied embassies, and NATO headquarters to ensure consistency of messaging.
Qualifications
- Master’s degree (or higher) in Political Science, International Relations, Economics, Law, or related field.
- Minimum 2 years proven professional experience working with or within the U.S. Congress, particularly in defense, appropriations, or foreign policy.
- Demonstrated success in government relations, legislative portfolio management, or congressional liaison roles.
- Exceptional written and verbal communication skills, with proven ability to brief senior leaders and policymakers.
- Strong expertise in U.S. defense policy, international security, and political-military affairs.
- In-depth knowledge of U.S. congressional processes (authorization and appropriations cycles).
- Active U.S. Secret (or higher) security clearance.
- U.S. citizenship required.
Desirable Qualifications
- Previous experience with NATO, U.S. Department of State, or U.S. Department of Defense.
- Familiarity with NATO’s transformation agenda and multinational defense planning.
- Established professional networks within the Washington defense and policy community.
