Primary Duties and Responsibilities:
The UK PACT (Partnering for Accelerated Climate Transitions) programme aims to improve the effectiveness of key public, private, and civil society institutions in partner countries to transition to low carbon development.
UK PACT is seeking an Energy Policy and Planning Expert to work in an embedded role within the Kenya Ministry of Energy and Petroleum (MoEP). The expert will provide ongoing technical support, build internal capacity, and help develop an energy planning roadmap for the ministry.
Kenya has made significant progress in expanding electricity access, reaching 75% of the population by 2022. However, challenges persist in ensuring that energy is reliable, affordable, and sustainable. This support will aim to strengthen integrated energy planning in Kenya through targeted technical assistance and capacity building, contributing directly to the country’s goal of reducing greenhouse gas emissions by 32% by 2030 and supporting inclusive, low-carbon development aligned with Kenya’s NDCs.
This assignment will be full-time, based in Nairobi Kenya from November 2025 through the October 2026.
The main activities to be carried out include the following:
- Provide technical expertise to the MoEP to align national and county energy policies and planning frameworks;
- Strengthen collaboration between national government, county governments, and the Council of Governors on integrated energy planning, ensuring consistency and efficiency in achieving energy access and sustainability goals. Ensuring participation of women's groups, disability organisations, and community representatives;
- Build capacity for energy planning and policy alignment at national and county levels, enhancing internal capacity in energy planning and data collection at the national level. Including training on inclusive data collection and consultation methods;
- Provide guidelines on data requirements for energy planning at both national and county levels, including support in developing data-sharing protocols to facilitate effective planning;
- Provide primary support to MoEP for aspects related to energy policy and planning;
- Work closely with MoEP, Gender Director at MoEP and Kenya UK PACT GEDSI representative to ensure GEDSI and energy-related planning initiatives align with the Ministry’s priorities and engage key stakeholders for consultations;
- Regularly consult with MoEP, Gender Director at MoEP, county governments, and technical experts to align project deliverables;
- Coordinate campaigns, awareness materials, and inclusive forums for the public and non-governmental sectors on county energy plans;
- Advise and coordinate counties with energy plans in developing their implementation and resource mobilization strategies. Incorporating demographic analysis and targeted interventions;
- Guide and coordinate the Ministry in reviewing and integrating priorities from the county energy plans into the Integrated National Energy Plan (INEP);
- Provide training and mentorship to MoEP staff to ensure sustainability and continuity of energy planning efforts at national and county level post-deployment;
- Play a liaison role between MoEP and UK PACT project working on energy planning at county level to cascade relevant information to the IP consortium, and/or to MoEP, for enhanced synergy of integrate energy planning activities.
Required Qualifications:
- Proven academic credentials in a relevant field: This could include Environmental Science, Energy Policy, Engineering, Economics, or a related discipline;
- Specialised training or certification: Additional certifications in clean energy technologies, environmental modelling, or policy analysis would be an added advantage;
- Extensive experience with proven success in fields related to to energy planning, policy development, environmental modelling, or sustainable development;
- Experience in managing stakeholders and providing quality assurance for other consultants' work;
- Professional, technical understanding of the energy sector and regional dynamics, particularly within the context of Kenya or similar environments;
- Demonstrated experience in developing and implementing integrated energy plans at national and sub-national levels;
- Expertise in evaluating energy policies and assessing relevant technologies;
- Proficiency in conducting cost-benefit analyses to inform policy decisions;
- Strong background in using data to drive decision-making processes;
- Experience with inclusive stakeholder consultation, engaging with various government agencies, NGOs, and the private sector, to promote integrated energy planning initiatives;
- Knowledge and experience in integrating GEDSI considerations into energy planning processes;
- Knowledge of disaggregated data collection and analysis methods;
- Understanding of differential energy access barriers;
- Knowledge of house-hold level energy access barriers and adoption patterns.
