Type: Full-time (36 to 38 hours a week). 12-month renewable employment contract under Dutch law. If applicable, the organisation can facilitate the application for the 30% tax facilitation with the Dutch authorities.
Starting date:January 2026
Remuneration range: 75.000-90.000 EUR Gross per annum.

About the Role
The Secretariat Director leads and represents the CICC Secretariat, driving its mission to strengthen and sustain the global network of civil society organizations advocating for international justice. The Secretariat Director is a strong manager, responsible for the implementation of the Secretariat's operations, HR, and fundraising.
The International Secretariat of the CICC seeks a passionate senior executive to join its team. The Secretariat Director will lead and represent the CICC Secretariat, and oversee its administrative, managerial, and financial functions. We are looking for an individual with extensive experience in leadership and management of an international non-governmental organization
Responsibilities include:
- Representation
- Lead the Secretariat’s diplomatic engagement and coalition-building efforts, representing the CICC in high-level fora and consultations.
- Strengthen, facilitate, and expand the Coalition’s global civil society network, ensuring inclusive participation and effective communication among members.
- Management
- Lead the implementation of the Secretariat’s mission and vision, ensuring alignment with the CICC’s goals.
- Facilitate and oversee the development and execution of strategic and operational plans.
- Ensure that the CICC Secretariat’s work reflects the diversity, needs, and priorities of its membership.
- Human resources
- Oversee recruitment, staff development, and performance management, ensuring a healthy, collaborative and inclusive workplace culture for the CICC's 7 staff and various consultants.
- Ensure compliance with human resource policies and organizational standards.
- Fundraising
- Expand and oversee implementation of the CICC Secretariat’s fundraising strategy.
- Maintain and develop new donor relationships and ensure compliance and timely reporting on grants and funded projects.
- Financial and administrative oversight
- Oversee financial management, budgeting, and reporting to ensure fiscal responsibility and compliance.
- Lead the preparation and implementation of the annual budget and financial plans.
- Governance
- Support and advise the CICC Steering Committee on strategic and programmatic issues.
- Ensure effective monitoring, evaluation, accountability, and learning (MEAL) practices.
- Strengthen operational tools, including security and risk management policies and protocols.
Qualifications
- Deep commitment to the mandate and values of the CICC.
- Advanced university degree in Law, Social Sciences, Human Rights, International Relations, or related field.
- At least ten years of senior management experience with demonstrable knowledge of leadership and management principles, and practices relevant to international non-profit organizations.
- Proven track record in representational and diplomatic roles, with the ability to engage at senior levels with governments, intergovernmental bodies, and civil society actors.
- Excellent interpersonal, negotiation, networking, and communication skills.
- Solid experience in fundraising and donor relations. This includes managing large donor funded projects, including budgeting, financial management, audits and MEAL.
- Demonstrated experience in developing a constructive, positive, and safe workplace culture.
- Knowledge of security frameworks and procedures.
- Full professional proficiency in written and oral English. Working command of French or Spanish will be considered a strong asset.
