About the Job
The Project Specialist will be responsible for leading the effective planning, coordination, and execution of projects within the Queen Rania Foundation’s (QRF) programs and projects portfolio. The candidate should possess advanced project management expertise, with 5-7 years of experience managing complex projects-preferably within the education or development sectors.
The Project Specialist will oversee all project phases-from initiation to closure-ensuring delivery that aligns with QRF’s strategic objectives, quality standards, and timelines. The role requires strong analytical, organizational, and communication skills to manage budgets, resources, and multi-stakeholder coordination. The Specialist will provide guidance to project teams, ensure adherence to donor and internal requirements, and drive continuous improvement through learning and data-driven decision-making.
Requirements
Main duties and responsibilities:
1. Project Planning, Implementation, and Management
Lead the development of project goals, objectives, and scope in collaboration with the research, design, and technical teams.
Translate the project scope into a detailed project plan, defining milestones, deliverables, and performance indicators.
Develop, maintain, and monitor comprehensive project plans, including schedules (WBS), budgets (internal and donor), and stakeholder engagement plans.
Oversee the full implementation of assigned projects, ensuring timely and cost-effective delivery of outputs.
Provide strategic guidance to project teams on blockers, risks, and implementation challenges; ensure corrective actions are taken as needed.
Proactively manage project changes and resource reallocations in line with donor and internal procedures.
Coordinate with relevant departments (finance, procurement, HR, etc.) to ensure timely completion of operational processes such as contracting, payments, and reporting.
2. Risk Management
Identify project risks and potential issues early in the cycle and maintain an updated risk register.
Lead the design and implementation of mitigation strategies and contingency plans.
Ensure project teams and stakeholders are aligned on emerging risks and mitigation actions.
3. Stakeholder Management
Build and maintain effective relationships with key partners, donors, and external stakeholders.
Develop and execute stakeholder management and communication plans to ensure engagement and alignment across all parties.
Represent QRF in partner and donor meetings, presenting project updates and results as required.
4. Resource Management
Oversee project resources to ensure optimal utilization, adherence to work plans, and accurate time reporting.
Supervise project team members and consultants, providing mentorship and technical guidance when needed.
Manage project assets and deliverables according to QRF and donor requirements.
5. Project Documentation and Reporting
Maintain comprehensive and up-to-date project documentation, including charters, progress reports, financial records, and closure reports.
Prepare and review narrative and financial reports for internal and external stakeholders, ensuring accuracy and compliance with donor guidelines.
Ensure all project reporting and communication materials comply with grant acknowledgment and visibility requirements.
6. Communication and Coordination
Lead project kick-off, review, and closure meetings, ensuring clarity of roles, expectations, and milestones.
Facilitate regular coordination meetings with project teams and implementation partners to review progress, address challenges, and share updates.
Maintain consistent communication with internal departments to ensure cross-functional collaboration and smooth project delivery.
7. Monitoring, Evaluation, and Learning (MEL)
Integrate monitoring and learning mechanisms within project plans to ensure adaptive management and data-informed decisions.
Lead the documentation and dissemination of lessons learned, best practices, and success stories.
Collaborate with the MEL team to design indicators, set targets, and ensure accurate and timely data collection.
Participate in program-level Theory of Change development and evaluation processes.
Educational Level
Bachelor’s degree in Project Management, Business Administration, Industrial Engineering, Education, or social sciences (with a focus on project management and project implementation)
Certifications such as PMP, PMD, or Agile certifications (e.g., PMI-ACP) would be advantageous.
Years of experience
Minimum of 5 years of experience in a relevant field.

Fluent in spoken and written Arabic
Fluent in spoken and written English
