About the International Budget Partnership (IBP)
Around the world, public resources are being raised and spent unfairly and ineffectively, leaving millions of people without access to the quality public goods and services they need to thrive. Governments often make public resource decisions without meaningful public consultation or access to information, while those with power and privilege exert disproportionate influence over these decisions.

The International Budget Partnership (IBP) exists to change this reality. Our goal is to ensure that governments raise and spend public money more fairly, so that everyone has the resources and opportunities they need to thrive and get ahead.

To achieve this, IBP partners with budget analysts, community organizers, and advocates in more than 100 countries to advance public budget systems that work for people. Together, we generate evidence, advocate for reform, and build the skills and knowledge needed so that people can meaningfully participate in budget decisions that affect their lives.

IBP is a globally dispersed organization, with staff based in multiple countries and in-depth country work in Nigeria, Senegal, South Africa, and Indonesia. IBP is a US-registered 501(c)(3) organization, with a branch office in Senegal and affiliates in the Netherlands, South Africa, and soon Nigeria. IBP has an annual budget of approximately USD 15 million and works closely with a diverse group of institutional donors to advance its mission.

Purpose of the Consultancy
IBP is recruiting an Interim Development Manager (Consultant) to strengthen and accelerate institutional fundraising over a seven-month period, which provides cover for a maternity vacancy within the team, with a specific focus on:
1. Prospecting and pipeline building,
2. High-quality donor reporting and grants management coordination, and
3. Proposal and Engagement Support
4. Support donor-facing events (briefings, roundtables, convenings, and conference moments) that advance cultivation, stewardship, and renewal.
This consultant will operate as a senior member of the Development Team, working closely with Program, Finance & Operations, Communications and LME colleagues to ensure IBP’s institutional donors and prospects receive excellent engagement and deliverables, while proactively growing the opportunity pipeline.

Scope of Work and Key Responsibilities

1) Prospecting & Pipeline Development
• Own and drive a 6-month prospecting workplan aligned with IBP’s fundraising priorities (private foundations, bilateral/multilateral funders, and other institutional sources as relevant).
• Conduct targeted prospect research, including landscape scans, donor mapping, and fit assessments.
• Identify and progress new opportunities: RFP monitoring, relationship pathways, and entry points (events, introductions, briefing offers).
• Develop and lead preparation of concise internal donor intelligence summaries and recommended engagement strategies for priority prospect, along with the Senior Development Associate.
• Maintain a clear, up-to-date pipeline view (stages, next steps, owners, probability, expected value, deadlines).

2) Donor Reporting & Grants Coordination
• Coordinate and/or draft high-quality donor reports (narrative and supporting annexes), working collaboratively with Program, LME, Communications and Finance teams.
• Improve reporting workflows, including templates, timelines, and internal review processes.
• Ensure compliance with donor requirements and proactively flag risks related to deadlines or deliverables.
• Partner with Finance & Operations to align narrative and financial reporting, budgets, and budget narratives.

• Produce background materials and briefing packs for leadership and program teams ahead of donor/prospect meetings.
• Support stewardship: structured touchpoints, meeting preparation, and timely follow-up correspondence.

4) Collaboration & Representation
• Participate in relevant Development and cross-functional meetings and contribute to a culture of collaboration and learning.
• Represent IBP externally in relevant donor meetings, convenings, and conferences as agreed/required.

5) Support Donor Events
• Support a small portfolio of donor-facing events (virtual and/or in-person), such as donor briefings, learning sessions, roundtables, or conference side events in collaboration with an Events/Strategic Engagement Consultant.
• Develop event objectives tied to fundraising outcomes (cultivation, stewardship, renewal, pipeline conversion).
• Coordinate event logistics in coordination with Events consultant (run-of-show, invites, RSVP tracking, speaker briefs, prep calls, materials, follow-up).
• Produce concise post-event follow-up notes and next steps to convert engagement into meetings, proposals, or renewals.

Required Qualifications and Experience
• 8+ years of institutional fundraising experience (private foundations and/or bilateral/multilateral donors), ideally within an international NGO or globally oriented organization.
• Demonstrated experience in prospect research and pipeline management with clear examples of moving prospects to solicitation.
• Strong track record producing high-quality donor reports and coordinating inputs across multiple internal stakeholders.
