Position description

The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MPWHWR) has received funding from the World Bank toward the cost of the URBAN WATER SECURITY PROJECT - (P509890), being implemented within the Greater Maputo Metropolitan Area and Southern Region and it intends to apply part of the proceeds for “FIPAG/UWSP/CON - 14/25 - Procurement Specialist”, under a competitive selection process.

The assignment will be to provide FIPAG with appropriate Technical Assistance on all matters related to the Planning and Procurement of Goods, Works and Services for all projects under implementation and provide assistance in preparation of new projects. This will also include: (i)- Review (and revise where necessary) the existing FIPAG records of Procurement, (ii) - stablish a quality control procedure for the procurement function of FIPAG, (iii) - Monitor the procurement undertaken by FIPAG, (iv) - ensure that all procurement is in accordance with National, World Bank and other donor guidelines, (v) - Prepare tender documents and contracts especially for those of large amount, (vi) - Assist and advise the PIU, UGEA, SCPI and staff in the procurement of projects strictly in accordance with donor agency guidelines, (vii) - Ensure compliance with WB procurement regulations and the provisions of the Project implementation manuals, (viii) - Assist in the timely and appropriate handling of procurement complaints and debriefings, (ix) - Assist in the organize of Early Market Engagement (EME) with the private sector and (x) - Assist in all contract claims raised during contract implementation, including on Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH).

The Water Supply Investment and Assets Fund - FIPAG now invites eligible individual consultants (“Consultants”) to express their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Sixth Edition of February 2025, setting forth the World Bank’s policy on conflict of interest.

Successful consultant should have the following key qualifications (i) - A degree in Civil, Mechanical, Electrical Engineering, Law Sciences, Economy and Finances from a recognized institution, or related areas, (ii) - At least fifteen (15) years’ experience in Procurement under World Bank and/or other donor-funded projects, (iii) - Proven experience in the procurement of large individual contracts of at least 10 million Dollars, (iv) - Ability to conduct data analytics/market research and determine key Market sector dynamics and procurement trends, (v) - Familiarized with the Procurement Regulations for IPF Borrowers, (vi) - Familiarized with rated criteria and early market engagement, (vii) - Demonstrated experience and knowledge of national procurement regulations in project implementation as well as the ability to resolve efficiently all procurement and related issues and correspondence, (viii) - Experience with Procurement for Public Private Partnership would be an added advantage, (ix) - Good knowledge of STEP system and (x) - Fluent in English language and skilled in report writing. Knowledge of the Portuguese language would be an advantage.
