The World Organisation Against Torture (OMCT) is seeking to recruit a motivated and committed individual for the position of a Manager Grants and Support based in Brussels.
ROLE AND RESPONSIBILITIES
The Manager Grants and Support, reporting to the Deputy Secretary General, is responsible for overseeing, providing guidance on, and coordinating all financial support schemes across OMCT programmes, regional desks, and offices. This includes institutional support as well as support to human rights defenders for protection and capacity strengthening. They ensure the efficient, consistent, and compliant implementation of these schemes in line with the organisation’s sub-granting guidelines and Standard Operating Procedures. The role is carried out in close collaboration with team members within the unit under the Manager’s supervision, as well as with thematic programmes in which team members are embedded and with regional desks holding specific sub-granting responsibilities. The Manager also directly manages financial support packages (sub-grants) provided to local civil society organisations engaged in anti-torture work worldwide.
Key responsibilities of the position include
Sub-Granting Coordination & Oversight
- Lead the OMCT Grants and Support Unit, including direct supervision of team members, coordination of Grants Committee meetings, and effective articulation of the Unit with OMCT thematic programmes and regional desks;
- Ensure overall oversight coordination, coherence, and experience-sharing across all OMCT sub-granting activities implemented by programmes and offices in Brussels, Geneva, and Tunis;
- Ensure all tasks related to admin, financial and filing (internal and external files and database) with responsibility for sub-granting budget lines in a broader OMCT projects;
- Represent OMCT in discussions with external partners related to sub-granting activities;
- Provide technical assistance, guidance, and mentorship to programmes and offices in the implementation of sub-granting activities, with particular attention to compliance requirements for both direct support grants to individuals and institutional grants;
- Lead the development and continuous improvement of harmonised processes, tools, and guidance materials for sub-grants and direct support grants, in close collaboration with the thematic programmes, regional desks and Finance team;
- In collaboration with the team, identify trends, gaps, and training needs related to sub-granting and HRDs capacity strengthening initiatives;
- In coordination with the Officer responsible for capacity strengthening and Programme Directors, coordinate and support initiatives that promote knowledge-sharing and capacity-building for beneficiaries, close partners, and network members across the organization.
Sub-Grant Management and Grant Accompaniment in the framework of anti-torture work
- Coordination and contribution to the United Against Torture Consortium (UATC) Working Group on Financial Support to Third Parties;
- Manage financial support packages (sub-grants) to local civil society organisations worldwide, including screening grant applications; assessing eligibility, relevance, efficiency, and risk; identifying partner needs; coordinating internal approvals; and accompanying partners throughout implementation and reporting;
- Prepare and manage all required project documentation, including sub-grant agreements and amendments; oversee sub-grant budgets in close collaboration with the Finance Team; and ensure partners apply sound financial management, spending, and accounting practices;
- Accompany partner organisations in the implementation of sub-grants through regular follow-up and coordination with relevant regional and thematic teams;
- Provide guidance and support to partners to ensure the timely submission of high-quality financial and narrative reports, as well as qualitative information, in compliance with project objectives, contractual obligations, and donor requirements;
- Liaise closely with OMCT internal teams to ensure effective collaboration with beneficiaries, including supporting and coordinating partners’ advocacy missions in Brussels.
Fundraising and reporting
- Participate in the development of fundraising proposals encompassing a subgrant component and ensure capacity for proper follow up, consistency of subgranting elements with OMCT guidelines and reporting indicators;
- Support Programmes Directors in compiling and drafting the narrative reporting towards the donors of the projects, primarily on the subgrants component, including against the project’s indicators;
- Assist in tasks required for project audits and respond to external auditors regarding transaction details.
QUALIFICATIONS REQUIRED (training and/or professional experience)
- At least 5 years of project management, grant and financial management and reporting experience;
- Leadership and people management experience of at least 3 years;
- University degree in human rights or international law, project management, business administration, international affairs, or other relevant fields;
- Strong understanding of project and financial management (knowledge of accounting and auditing principles or previous experience in managing grants financed by the European Commission and other governmental donors is a plus);
- Experience of working in network setting, working with human rights organisations, and supporting HRD and engaging with civil society is a plus;
- Fluency in French and English is required for this post (Spanish or Russian a strong plus);
- Excellent command of excel or database systems is an advantage.
