Credence is seeking a Senior Humanitarian Affairs Technical Advisor to support the
assigned post in Bogotá, Colombia under the US Department of State Humanitarian
Assistance Support Contract (HASC). This is a full-time, on-site contract opportunity. The
salary will be commensurate with an FSN 12 position within Colombia.
WHA, Overseas, Colombia, Senior Humanitarian Affairs Technical Advisor (FSN 12
equivalent)
This position is responsible for performing the full range of grants management functions
for the Bogotá Foreign Assistance Hub within the Department of State (DOS). The Specialist
provides expert-level advice and guidance to office management, technical staff, and—
with the direction of direct hires—implementing partners on complex procurement, grants,
and cooperative agreements in support of the foreign assistance portfolio. The position
engages in the administration of DoS assistance programs through various foreign
assistance mechanisms, to ensure that U.S. Government (USG) project objectives are
achieved in accordance with financial, timing, and regulatory requirements. The primary
product of this position is the successful implementation of DoS Assistance Programs
projects and activities.
Duties and Responsibilities:
Under the direction of a direct hire, the Senior Humanitarian Affairs Technical Advisor will
do the following:
Contract, Cooperative Agreement, Grant, and Activity Administration
• Provides expertise and guidance on the design and award process of complex, high-priority, or multi-faceted awards, ensuring awards align with broader strategic
goals.
• Provides high-level technical guidance and strategic oversight for complex or high-priority DoS assistance programs in alignment with designated responsibilities.
• Monitors compliance with award terms, conditions, and applicable policies and
regulations.
• Advises Hub on procurement planning and strategy, ensuring alignment with FA
objectives and compliance with U.S. Government regulations. Reviews statements
of work, program descriptions, and cost estimates; prepares solicitations; leads
cost/price analyses; drafts negotiation memoranda; and prepares award
documentation.
• Supports the oversight of contracts, grants, and cooperative agreements from award
through close-out. Reviews invoices, financial reports, and deliverables for
compliance. Prepares and reviews modifications, incremental funding actions, and
extensions. Monitors partner performance, identifies risks, and coordinates audits
and corrective actions.
• Provides authoritative advice to Mission leadership on acquisition and assistance
policy and interpretation of regulations. Contributes to Mission procurement plans,
portfolio reviews, and prepares justifications, waivers, and competition memos.
• Serves as primary point of contact for policy updates, templates, and training.
Technical and Advisory Support, Program Development, and Project Design
• Provides authoritative advice to Hub leadership on acquisition and assistance
policy and interpretation of regulations. Contributes to Hub procurement plans,
portfolio reviews, and prepares justifications, waivers, and competition memos.
• Serves as primary point of contact for policy updates, templates, and training
related to acquisition and assistance.
• Engages in Planning and Strategy Development, to include the preparation and
compiling of performance and reporting documents such as Country and Regional
Strategies, Operational Plans, Performance Reports, and supporting activities, as
applicable.
• Contributes to the Project Design process and support activities to operationalize the
post’s development strategies.
Performance Monitoring, Analysis, and Reporting
• Monitors implementing partners’ performance and verifies that it conforms to the
technical requirements and quality standards outlined in the award mechanism.
• Conducts site visits to gather data and verify progress toward project objectives.
• Obtains project data, analyze performance data, and provide input into repositories
to support the advancement of broader post objectives.
• Drafts, authors, edits, reviews, and updates documentation for project and other relevant
administrative reporting activities. This includes the preparation of internal
documents (e.g. memoranda, spreadsheets, databases, checklists, etc.) as
mandated by DoS regulations, and in support of general administrative and
collaboration, learning, and adapting activities.
Stakeholder Engagement - USG Inter-Agency, Host Government, Donors, Partners,
Multilateral Group Engagement
• Supports the DoS in key stakeholder engagements, manage information flows, and
provide strategic input to inform decision-making and advance objectives. This
includes written and verbal communication, and presentations to cross-cultural
audiences that convey DoS standards, policies, and priorities.
• Builds partnerships, facilitate communities of practice, and serve on working groups,
committees, technical review panels, and other administrative or governing bodies
that are stakeholders in the subject technical area of the position. Offers strategic
and technical input and represent DoS in efforts to align actions among
stakeholders during project implementation.
Financial Management - Budget Tracking, Financial Oversight, and Administrative
Controls
• Responsible for managing project and program budgets, ensuring funding pipelines,
and overseeing the financial aspects of awards.
• Prepares and monitors the financial status of awards on an ongoing basis, including
tracking quarterly accruals, incremental funding, and budget execution, to ensure
compliance with Agency financial regulations.
Information Management - File Documentation, Upkeep, Retention, Disposition, and
Collaboration
• Establishes and maintains files in accordance with DoS standards and use mandated
electronic storage applications for document retention. This includes maintaining
records of all monitoring and oversight activities, site visits, correspondence with
implementing partners, and all other relevant actions taken in designated oversight
roles.
Education: Master’s degree in public health, international relations, humanitarian affairs,
or a closely related field.
Experience: At least seven (7) years of progressively responsible experience in
humanitarian, migration, or public health programming or regional crisis response.
Language: Level III (Fluent) English and Level V (Fluent) Spanish required.
Knowledge: Advanced understanding of the humanitarian context, cross-border
operations, and coordination mechanisms (e.g., Health Cluster, R4V, HCT). Familiarity with
U.S. Government foreign assistance structures.
Skills and Abilities: Strong analytical, representational, and writing skills; proven ability to
work in complex political environments; and capacity to coordinate with multiple
stakeholders.
VI. Post Entry Training
Training in U.S. Government foreign assistance coordination, humanitarian response,
global health diplomacy, monitoring and evaluation, and regional migration frameworks.
VII. Position Elements
Exercise of Judgment: Requires high professional judgment to interpret policy, assess
evolving regional dynamics, and represent U.S. positions in sensitive contexts.
Authority to Make Commitments: None; may convey Department guidance and
recommendations to partners and host government officials.
Nature, Level, and Purpose of Contacts: Regular interaction with senior officials from host
governments, UN agencies, NGOs, and interagency partners to ensure policy coordination
and information sharing.
