The Mitchell Group is currently recruiting for a number of technical and professional roles to support an upcoming health project funded by an international aid donor. The project will focus on providing independent oversight and assurance services for national health programs in Cote d’Ivoire, including HIV, tuberculosis, malaria, and broader health system strengthening initiatives. We are seeking experienced professionals across finance, programmatic monitoring and evaluation, procurement and supply management, and team leadership, with opportunities for both national and regional experts. Key Experts (Multiple Positions)
Position Titles: Team Leader (1), Finance Professional (1), Programmatic/M&E Expert (1), PSM Expert (1)
Position Qualifications:
1. Team Leader: The Team Leader must have the ability to triangulate programmatic, financial and health product data and findings to ensure adequate quality assurance of LFA deliverables. The Team Leader must have sound knowledge of global health and development architecture; exposure to the Global Fund’s operations, grant implementation processes and overall priorities would be considered a strong asset. The Team Leader should be able to proactively identify risks and propose effective and efficient solutions. On a frequent basis, the Team Leader will be required to meet with the government officials and other stakeholders in the country. Excellent communication and diplomatic skills are required for this kind of role, as the Team Leader will be expected to effectively build and proactively manage the relationships with in-country stakeholders as well as with the Global Fund Country Team. The Team Leader must be able to manage, coach and mentor team members to deliver results and should have a strong track record in providing counsel and motivation to team members, define objectives according to deadlines and allocate resources appropriately. The expert should preferably be based in Cote d’Ivoire but must at least be based in West and Central Africa. Language Skills: English (Mandatory), French (Mandatory)
2. Financial Professional: The Financial Professional must be able to proactively identify financial risks and propose effective and efficient solutions to the Global Fund Country Team. Good knowledge of the local accounting framework and financial management systems is a strong asset, as is familiarity with Global Fund budgeting and reporting guidelines. Experience in transition of grants to national Public Financial Management (PFM) systems for Government Principal Recipients (PRs) and knowledge of procurement processes is an added value. The Financial Professional must be based in Cote d’Ivoire. Language Skills: English (Mandatory), French (Mandatory)
3. Programmatic/M&E Expert: The Programmatic/M&E Expert requires demonstrated experience in public health including planning, management and M&E of health programs. Program delivery experience in a public health context would be an added value. Familiarity with the Global Fund’s operations, or those of other bilateral or multilateral agencies is a strong asset. The Programmatic/M&E Expert must have an in-depth knowledge of at least one of the three diseases (AIDS, Tuberculosis, Malaria) and health system strengthening. The Expert must be able to proactively identify risks in programmatic implementation and propose effective and efficient solutions to the Global Fund Country Team. The Expert must be able to identify opportunities to strengthen M&E systems and improve program quality, including initiatives aimed at improving the quality of health services, including strengthening clinical and programmatic practices, enhancing patient outcomes, and optimizing health system performance. The ability to identify and support opportunities for embedding sustainability and service quality improvement principles into grant design and implementation and the ability to review and analyse data from various sources such as routine data systems, program reviews, evaluations, health facility assessments, surveys and special studies is required. The Programmatic/M&E Expert must based in Cote d’Ivoire. Language Skills: English (Desirable), French (Mandatory)
4. PSM Expert: The PSM Expert must have the necessary expertise to carry out analytical reviews and spot checks on different aspects of the health product life cycle such as, but not limited to product selection, quantification and forecasting, procurement, supply planning, warehousing and distribution (including last mile), rational use, regulation and quality assurance and waste management. The PSM Expert must be able to proactively identify procurement and supply chain risks and propose effective and efficient solutions. The PSM Expert should have good understanding of health system operations and legal matters that govern pharmaceutical and laboratory sector (regulation of pharmaceutical/health products, framework on which medical stores operate, flow of Health products and funds in health sector) and knowledge and understanding of the complexity of procurement and supply chain management models for health products including demand projections and supply delivery mechanisms/models. Experience in both demand and supply side activities related to pharmaceutical management and related to HIV, tuberculosis and malaria is an added value. The Expert should preferably be based in Cote d’Ivoire. Language Skills: English (Mandatory), French (Mandatory)
