This role is part of a program for All Source Analysts for the National Counterterrorism Center (NCTC), for professional services in support of statutory requirements related to Counter Terrorism analysis, production, operations, intelligence planning functions, and training providing Identities Analytics Services, Intel Analysis, Intel Management, Operations services, Screening & Vetting.
We are seeking a highly skilled Directorate of Operational Support (DOS) Lead to join our team supporting the National Counterterrorism Center (NCTC). The DOS Lead is a pivotal leadership role responsible for managing contractor personnel who provide technical expertise in collection management, operational coordination, and the integration of mission-support capabilities. You will ensure that the "intelligence cycle" at NCTC is fully operational, from the initial collection requirement to the final support provided to tactical and strategic partners.
Key Responsibilities
Mission Support Leadership: Provide management and technical oversight for contractor personnel supporting the DOS mission, including collection management, requirements tasking, and operational integration.
Collection Management: Oversee the development and submission of collection requirements across all disciplines (HUMINT, SIGINT, GEOINT, and OSINT), ensuring they align with National Intelligence Priority Framework (NIPF) objectives.
Operational Coordination: Serve as the primary contractor lead for coordinating support to interagency partners, ensuring that NCTC’s unique authorities and data are utilized to disrupt terrorist threats effectively.
Requirements Tasking: Manage the "tasking, collection, processing, exploitation, and dissemination" (TCPED) process, ensuring that gaps in CT intelligence are identified and addressed by the appropriate collection assets.
24/7 Operational Readiness: Lead a team that supports NCTC’s around-the-clock mission, ensuring seamless transitions between shifts and consistent support for emerging real-world crises.
Interagency Liaison: Coordinate with the Directorate of Intelligence (DI) and Directorate of Identity Intelligence (DII) to ensure that collection strategies are driving the overall analytic mission.
Required skills
US citizenship required.
Active TS/SCI clearance with Polygraph
Minimum of 5 years of experience with intelligence operations.
Minimum of 5 years of experience in a leadership role (Team Lead or Manager) overseeing operational or intelligence personnel.
Desired skills
Bachelor’s degree in business, intelligence, International Relations, Political Science, Finance, Economics, Journalism, or related field
Experience in IC, military, or Government environment in a similar role
Experience managing 24x7x365 operations

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
