Education and Protection Program Coordinator

Position description

The Education and Protection Program Coordinator is responsible for the strategic design, coordination, and quality assurance of education and protection interventions. The role ensures all activities align with organizational priorities, humanitarian principles, and donor requirements.
The coordinator provides technical support to field teams, strengthens implementation through periodic follow-up, and ensures integration of protection and education standards across all phases of programming. A key focus is on fostering partnerships and maintaining strong coordination with local authorities, cluster actors, and community stakeholders. The role also contributes to proposal development, staff capacity building, and mainstreaming cross-cutting themes such as inclusion, equity, and accountability.

Location: Damascus

Duties and Responsibilities:

1. Program Design and Planning:
• Develop and oversee education and protection program strategies aligned with ONSUR’s objectives and donor frameworks.
• Lead the design of proposals and concept notes, including logical frameworks, budgets, and technical narratives.
• Conduct or oversee needs assessments in target areas to identify protection risks, educational gaps, and opportunities for responsive programming.

2. Technical Support and Quality Assurance:
• Provide technical guidance to field teams on inclusive education, psychosocial support, safe learning environments, and child safeguarding.
• Ensure that all interventions adhere to global standards such as INEE, CPMS, and relevant sectoral guidelines.
• Support the development and adaptation of tools, SoPs, and curricula tailored to local needs and contexts.

3. Project Implementation Support:
• Ensure quality delivery of planned activities and results through periodic follow-up, feedback loops, and technical troubleshooting.
• Collaborate with field teams to identify implementation challenges and propose corrective actions to ensure alignment with planned objectives.
• Coordinate with logistics and procurement teams to facilitate timely delivery of services and materials.

4. Monitoring, Evaluation, and Reporting:
• Work with MEAL staff to ensure monitoring systems are in place to track activity progress and quality.
• Contribute to donor and internal reports, ensuring timely submission of accurate and complete programmatic updates.
• Promote the use of evidence and lessons learned to strengthen future programming.

5. Capacity Building and Staff Support:
• Build team capacities through on-the-job coaching, training sessions, and sharing best practices in education and protection programming.
• Ensure field teams understand protection principles, PSEA standards, and inclusive education methodologies.

6. Partnership, Coordination, and Representation:
• Strengthen collaboration with local authorities, education directorates, child protection committees, and civil society actors.
• Represent ONSUR in relevant clusters, technical working groups, and inter-agency coordination platforms.
• Support alignment and complementarity with partners' interventions through regular information sharing and coordination.

7. Safeguarding and Compliance:
• Promote safe programming practices across all activities, ensuring protection risks are mitigated for both staff and beneficiaries.
• Ensure compliance with ONSUR’s Code of Conduct, Child Safeguarding Policy, and PSEA standards.
• Report any concerns or incidents in line with organizational procedures.
