Position description
TAD/ARP is looking for a Head of Unit to lead ARP’s work on agricultural policy monitoring and evaluation. That includes managing the preparation, production, modernisation and outreach of the flagship report OECD Agricultural Policy Monitoring and Evaluation and the related agricultural support database, and supervising a team of international policy analysts and statisticians. The selected person will report to the Head of the Agriculture and Resource Policy Division in the Trade and Agriculture Directorate (TAD).
Main Responsibilities
Research and Analysis
- Provide intellectual leadership on agricultural policy and its measurement. This includes understanding what are the expected effects of different types of policies and how to gauge policy progress towards particular objectives.
- Lead the production of the OECD Agricultural Policy Monitoring and Evaluation report and the related agricultural support database, by working with a team of analysts and statisticians, in collaboration with officials from covered countries. This also includes drafting of key cross-cutting parts, including the executive summary, contribute where relevant to other parts, and oversee the production of the report in collaboration with colleagues.
- Manage foreseen improvements to the agricultural support database and the report in collaboration with colleagues.
- Liaise with others working inside the Organisation on agriculture policy discussions and indicators.
Liaison, representation and meetings
- Take a lead role in consultations with delegations during design and approval processes related to the report.
- Actively contribute to enhancing visibility, usage and impact of the report and database, in coordination with the directorate's communication unit. This may involve planning and contributing to seminars, conferences and other events.
- Serve as Board member to the Aglncentives Consortium of international organisations on agricultural support measurement.
- Maintain a network of contacts with delegations, governments, other international organisations, universities, and research institutes in the fields of agricultural economics and policy.
- Respond to timely requests for information on agricultural policy issues.
Management
- Supervise a team of analysts and statisticians working on agricultural policy measurement
- Participate in the division management discussions, with other heads of unit and the head of division.
- Contribute to discussions and decisions related to work plans, performance reviews, human resource management and budget in the division, under the oversight of the head of division.
- Manage contracts, hiring, and raise funding when this can usefully complement the Programme of Work.
- Identify and manage external consultants and temporary staff to provide analytical input into the work as needed.
Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree in agricultural economics or a similar discipline.
- A PhD or similar academic publication record in the area of agricultural policies or related fields would be an asset.
Professional Background
- Eight to ten years' experience in policy analysis acquired in a national government, a research environment or in another international organisation.
- Experience in quantitative analysis of agricultural policy issues.
- Experience in leading a team towards tangible outcomes
- Proven effective oral and written communication skills.
- Knowledge of OECD agricultural support measurement method would be an asset.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.
