Position description
Niger is facing a complex, multidimensional humanitarian crisis characterized by three main hotspots of insecurity. In the Tillabéri, Maradi, and Tahoua regions, attacks by armed groups from Mali are severely destabilizing local populations. In the Lake Chad basin, the Diffa region continues to be affected by violence linked to Boko Haram. Added to this is the Maradi region, where the presence of approximately 35,000 refugees is exacerbated by rising cross-border crime originating in Nigeria.
These security dynamics are accompanied by large-scale forced displacement and migration, making Niger both a host country and a transit point toward the north, particularly toward Algeria and Libya. According to the 2023 Humanitarian Needs Overview (HNO), approximately 4.3 million people require humanitarian assistance, including 2.7 million targeted by the response plan and approximately 1.5 million in need of protection.
In this context, NRC, which has been present in Niger since 2019 and became a country program in 2023, is working to address the needs of displaced populations.

What we are looking for
NRC Niger is seeking for a Shelter & WASH Project Manager to design, develop, and ensure the high-quality implementation of interventions, in coordination with technical teams. The Shelter&WASH Project Manager will work under the supervision of the Area Manager.
What you will do
- Ensure high-quality technical output to contribute to the overall quality of projects.
- Support the process of proposals, budgets, amendments, project reviews, and reports, and ensure high technical quality.
- Support program monitoring and evaluation and the tracking of indicators in collaboration with project teams and the Monitoring and Evaluation Department.
- Develop and lead needs assessments (in collaboration with zone program teams, the protection team, and the monitoring and evaluation team), as well as baseline, mid-term, and final evaluations.
- Represent NRC with donors and relevant ministries, as well as in relevant humanitarian coordination meetings in the country.
- Actively promote and operationalize synergies between the WASH-Shelter program and other NRC programs to move toward integrated programming (with a focus on education, protection, and ICLA/HLP) while continuing to promote clean energy for a better environment.
- Provide support and input to the recruitment processes for all WASH and Shelter staff.
- Contribute to the development and revision of Burkina’s WASH and Shelter strategies according to the levels of involvement required of the specialist.

Qualifications
What you will bring
1.Professional competencies
- At least 3 years of experience in a technical field within a humanitarian/recovery context
- At least 2 years of expertise in the WASH sector and/or shelter and GSAT (as a project manager or in a similar role)
- Documented results related to the responsibilities of the position
- Master’s degree or equivalent in a relevant field such as civil/rural engineering, hydrogeology, hydraulics, humanitarian WASH, the environment, or a related field of expertise.
- Experience working in complex and volatile environments
- Self-awareness of one’s leadership skills and profile
- Fluency in French, both written and spoken; fluency in English is a plus
Context Related Skills, Knowledge, and Experience
- Knowledge of the Sahel region
- Experience in team capacity building
- Experience in emergency WASH and shelter projects is required
- Previous experience working with government emergency donors and at least one United Nations agency is required
- Technical knowledge and experience with behavior change processes in a humanitarian context
- Technical knowledge and experience with community engagement processes in a humanitarian context
- Experience in the construction and management of boreholes in a complex hydrogeological context is desirable
- Experience in the field of water, sanitation, and hygiene (WASH) and/or shelter in a humanitarian context is required
