BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world's largest humanitarian organization, saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. The Latin America and the Caribbean Regional Office (LACRO) HR team is part of the Human Resources Division in Global Headquarters. It supports 14 offices (13 country offices and the regional office), with the delivery of professional, client-focused HR services, partnering with managers to implement HR and Talent Management solutions, aligned to WFP corporate priorities.

In 2025 Global Headquarters underwent a Change Initiative, and in 2026 the organization continues to navigate an unprecedented financial and political context. In response, WFP has reviewed its global footprint and is focusing on doing better with less, through clear prioritization and increased strategic focus. HR plays a key role in supporting and implementing these changes with professionalism, care, and empathy. The Learning and Development Consultant will contribute these efforts as part of the HRM team for LACRO, under the leadership and overall guidance of the Senior Regional HR Business Partner for Latin America and the Caribbean.

Qualifications

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

interest in international humanitarian development and a focus on learning and development.

Knowledge & Skills:

. Knowledge of, or demonstrated ability to quickly assimilate, UN/WFP‑specific policies, processes and systems.

Languages:

Fluency in English and Spanish.

French is an asset.

Based in: Panama City, Panama

Type of Contract: Consultant

Level: CST II

Duration: Until December 31, 2026. Any further extension will depend on the availability of 2027 funds.
