The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Senior Program Analyst - International will provide strategic, analytical, and program management support to the International Cooperative Program Office (ICPO) within the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). ICPO enables DHS international engagements that discover innovation, leverage international capabilities, drive solutions, and influence science and technology security advancement world-wide.

The ICPO team develops partnerships with foreign governments and international organizations that enhance scientific and technical knowledge for homeland security purposes. International cooperative partnership can improve operational effectiveness, enhance affordability, and provide S&T access to broader knowledge-base and partner capabilities to provide impact across DHS mission areas.

This position will support portfolio-level engagements by providing project management, facilitation, and relationship management. The role requires engaging across S&T, DHS, and USG partners to understand customer needs; analyzing technology requirements and partner capabilities; and developing engagement recommendations across regions. The successful candidate will navigate the nuanced relationships intrinsic to foreign partnerships.

The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be able to distill and communicate complex concepts to enable nontechnical managers to make informed decisions.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.

Responsibilities Include, But Are Not Limited To

• Aggregating and synthesizing knowledge and data to inform decisions, analyses, and recommendations across mission areas.
• Providing strategic perspective on high-priority U.S. and foreign cooperative RDT&E efforts across the Homeland Security Enterprise.
• Developing status reports, briefings, and read-ahead materials; organizing and coordinating meetings, discussions, and seminars. The employee is expected to be able to concisely communicate their findings to technical and non-technical audiences as needed.
• Developing and maintaining S&T international planning documents, to include international arrangements, implementation tracking, and closeout documentation.
• Managing multiple concurrent customer engagements and priorities, including responding to quick-turn requests.
• Facilitating meetings and preparing clients for leadership and partner briefings.
• Facilitating partnerships between U.S. and international entities in homeland security research.
• Developing and maintaining standard operating procedures for ICPO’s working-level and senior-level events to enhance team efficiency.
  
  

The position may require international travel, up to 25%. Requires participation in meetings outside of regular 9am-5pm ET work hours to accommodate coordination with partners in various time zones. Hybrid position, though subject to change based on Noblis and/or government requirements. Must be available to be on client site (Washington, DC) routinely.

Qualifications

• Bachelor’s degree with 10+ years of related experience OR Advanced Degree with 5+ years of related experience. Preference for Degrees in International Relations, Government, Public Policy, or a similar field.
• Eligibility to obtain a Secret Clearance and DHS Suitability determination.
• Strong written and verbal communication skills, with the ability to clearly articulate complex technical information to a variety of audiences.
• Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders, both domestic and international.
  
  

Desired Qualifications

DESIRED QUALIFICATIONS:

• Experience supporting USG-led international cooperative programs involving foreign government engagement, including program management, partner coordination, or strategic planning across research, development, or operational mission areas.
• Experience with strategy and development for RDT&E cooperation with Western Hemisphere foreign government partners or multilateral fora.
• Understanding of current global security threats and homeland security priorities.
• Experience providing strategic guidance and advisory support to government leaders.
• Experience providing direct or consultant support to major programs or system development efforts, preferably supporting national security internationally.
• Demonstrated ability to independently develop and execute project plans with minimal oversight.
• Track record of clear, consistent communication with program managers and senior leadership.
• Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments and processes.
• Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE).
• Experience providing informal leadership or task-level oversight of small teams, including reviewing work products for quality and consistency.
• Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
• Active Secret clearance (Top Secret/SCI preferred) and current DHS Suitability are strongly preferred.
