Background  

The World Council of Credit Unions ("WOCCU") is the global apex association and development organization for the world's credit unions and financial cooperatives. WOCCU's financial inclusion programs reach rural and remote areas through its unparalleled global footprint - a network of over 67,000 institutions owned by 413 million members in 101 countries. The World Council engages in advocacy, development and education to champion and grow credit unions and cooperative finance worldwide, under the belief that all people should have access to affordable, reliable, and sustainable financial services.  

WOCCU is launching a new project to enhance the adaptive capacity and climate resilience of vulnerable communities in Benin and Senegal to address localized climate risks through increased access to gender-responsive climate adaption finance. It aims to redefine how financial cooperatives networks assess borrower climate risk and deliver climate adaptation finance. It targets 4,000 green loans and 61,000 loans assessed for climate risk (45% women). 

This project will be delivered through: 

Capacity building, digital tools, and performance-based incentives: The initiative will pilot with six financial cooperatives affiliated with two prominent financial cooperative networks. Through training, policy guidance and user-friendly digital tools WOCCU will equip them with the skills and resources to address evolving climate vulnerabilities in the communities they serve.  

Knowledge sharing: The systematic documentation and dissemination of gender-responsive, data-driven lessons will create a foundation for scaling and replication across West Africa and globally.

Position Summary  

WOCCU is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to design and develop data collection tools and reporting dashboards and train project staff in their use. The Specialist will collaborate with the project team to establish clear processes and tools for collecting the data and evidence required to monitor project progress, including standardized data collection formats and interactive reporting dashboards using Power BI. 

Level of effort of up to 20 days is expected, with approximately 10 days focused on development of data collection tools and user manual as well as staff training, and 10 days to support in troubleshooting as needed over a 17-month period. 

Responsibilities  

• Support the team in reviewing all reporting requirements for the project and WOCCU internal indicators, and clarifying sources and calculations for each indicator.   

• Work with the project team and project partners to develop a user-friendly EXCEL-based reporting template to collect MEL data from different sources and produce dashboards for internal and external reporting in PowerBI 

• Develop user guide outlining how to use data collection instruments, upload data into PowerBI and very data;  
• Provide support as needed in usage and/or troubleshooting of the system  

Deliverables  

• Operational process for collecting and reporting MEL data with dashboards in Power BI developed 

• User guide 

• Staff training in use of Excel-based data collection and PowerBI-enabled reporting 
• Timely resolution to user or PowerBI dashboard needs upon request. 

Period of Performance  

Estimated to start in September 2026 for a period of 17 months 

Qualifications

Qualifications  

• Minimum 5 years of experience working on monitoring, evaluation and learning for donor funded projects;  

• Master’s degree required in relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics or other;  

• Strong technical background, including in quantitative and qualitative data analysis. Ability to design M&E tools.  

• Advanced proficiency in developing and using EXCEL-based data collection tools and Power BI reports and dashboards.  

• Familiarity with standard indicators. Strong data interpretation and reporting skills.    

• Demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing;  

• Fluency in English required; fluency in French preferred; 

• Preference for consultants based in Senegal or Benin. 

Selection Criteria  

Selection will be made on a best-value basis. The number of points assigned to each criterion represents its weight in the evaluation process. While service rates are required as part of the submission, they are not evaluated against the selection criteria requirements.
