Senior Strategy Advisor (Financial Services) or (Agriculture & Food Security)

Position description

As the sector policy lead, you'll be responsible for setting strategy, monitoring U.S. government policy priorities & positions, generating & shaping the sector pipeline, & supporting transactions across your specific sector. You'll also undertake special projects at the request of the Managing Director and Vice President, Office of Foreign Policy; and assist with formulation & implementation of major DFC policies, activities, & objectives, drawing on U.S. foreign policy objectives & priorities.

As the Senior Strategy Advisor (Financial Services), you will:

• Drive sector strategy building on U.S. government foreign policy objectives that identifies opportunities to expand financial infrastructure and access; defines priorities across insurance, payments, and financial platforms; and maintains awareness of market structure and regulatory dynamics.
• In close coordination with DFC's origination and investment teams, convert strategy into highly strategic deals that engage financial institutions, insurers, and fintech firms; originate opportunities tied to financing, risk management, and platforms; build a pipeline of financially scalable projects in coordination with the Office of Global Business Development and DFC's Overseas Offices.
• Support transactions with sector expertise as part of the deal investment teams: evaluate fit to U.S. foreign policy objectives and DFC strategy; support assessment of sponsors, structures, and project economics; help shape and ensure inclusion of policy terms and conditions, technical design, and partnerships in the project structure to align with U.S. foreign policy objectives; assess risks to execution and long-term viability to identify policy mitigants; and contribute to timeliness of deal execution in accordance with DFC's Investment Program Policy.
• Draft and clear policy papers, briefing memos, press guidance, correspondence, and other documents for use by Office of the Chief Executive, Office of the Chief Policy Officer, or other Principal-level staff in meetings, public events, Congressional briefings, etc. Coordinate, participate in, and/or accompany Principal in meetings as subject matter expert.
• Monitor and analyze important sectoral, political, and economic events relevant to DFC's work in the Financial Services sector, keeping senior leadership and regional working group informed of significant trends affecting U.S. national interests and DFC equities.
• Advance and coordinate interagency national security and foreign policy initiatives and strategic goals, in line with U.S. legislation, foreign policy, and security policy to ensure alignment in approach.

As the Senior Strategy Advisor (Agriculture & Food Security), you will:

• Drive sector strategy building on U.S. government foreign policy objectives that defines priority subsectors, geographies, and investment themes across the agriculture and food security sector including agriculture and food systems; identifies opportunities to strengthen production capacity, input supply, and food distribution; maintains a current view of global agricultural markets, input costs, and supply chain dynamics.
• In close coordination with DFC's origination and investment teams, convert strategy into highly strategic deals that engage agriculture and food securities, input producers, processors, and investors; builds pipeline of projects across fertilizer, crop protection, production, and logistics in coordination with the Office of Global Business Development and DFC's Overseas Offices.
• Support transactions with sector expertise as part of the deal investment teams: evaluate fit to U.S. foreign policy objectives and DFC strategy; support assessment of sponsors, structures, and project economics; help shape and ensure inclusion of policy terms and conditions, technical design, and partnerships in the project structure to align with U.S. foreign policy objectives; assess risks to execution and long-term viability to identify policy mitigants; and contribute to timeliness of deal execution in accordance with DFC's Investment Program Policy.

Qualifications

Conditions of employment

• Must be a U.S. Citizen or National
• Males born after 12-31-59 must be registered for Selective Service

• Suitability for Federal employment, as determined by a background investigation
• May be required to successfully complete a probationary period
• Within 30 days of your start date, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450)
• Must be able to obtain and maintain a Top-Secret/SCI security clearance
• This position will require foreign travel to developing countries

Qualifications

This announcement will be used to fill multiple Senior Strategy Advisor positions with specific subject matter expertise in (1) of the following (2) sectors: Financial Services or Agriculture & Food Security.

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following:

1. Experience preparing thorough, written documents for principal briefings and communicating and interacting with high-level officials;
2. Experience monitoring and analyzing important sectoral, political, and/or economic events related to the [Financial Services or Agriculture & Food Security] sector;
3. Experience conducting international business development and determining whether complex projects/investments [in Financial Services or Agriculture & Food Security sector] are financeable, executable, and durable;

AND

For the Financial Services Specialty:

1. Experience supporting projects/investments in financial services development and growth across financial platforms, insurance, and/or fintech systems.

OR

For the Agriculture & Food Security Specialty:

1. Experience supporting projects/investments in one or more food and agriculture business areas (i.e. agricultural inputs, production systems, and/or food supply chains, including fertilizer, crop protection, processing, and distribution).

Note: Education is not substitutional at this grade level.
