Aga Khan Foundation Canada (AKFC) seeks a Development Economist consultant under the Canadian Development Exchange Program (CADEX) to support the Aga Khan Foundation, Afghanistan. Duration is 100 working days over 5 months, remote from Canada, between October 15, 2026 and March 15, 2027, with overlap expected with Afghanistan working hours (minimum two shared half days weekly). Compensation is CAD $40,000–$60,000, commensurate with experience.
The consultant will strengthen AKF (Afghanistan) staff capacity to conduct cost-benefit and economic analysis for proposal development, project design, implementation, and post-project assessment, positioning the organization to compete for larger multilateral opportunities (World Bank, Asian Development Bank). Work spans four phases: a diagnostic and portfolio review of past proposals and donor feedback; development of an economic analysis framework and practical Excel-based toolkit covering cost-benefit and cost-effectiveness analysis; structured remote training and applied coaching for 8-12 staff on live proposals; and institutionalization/handover including a sustainability plan and final report. The consultant reports to the Programmes Director, coordinating with the Programme Support Unit and Sector leads.
Required: Master's degree in economics, development economics, public policy, agricultural economics or related field (or equivalent experience); minimum eight years' professional experience in development economics or applied economic analysis; demonstrated experience conducting cost-benefit, cost-effectiveness or value-for-money analysis for institutional donors (World Bank, ADB, Global Affairs Canada, USAID, FCDO, EU); experience contributing economic analysis to competitive proposals; experience designing/delivering remote training to non-economist staff; advanced Excel modeling skills. Preferred: experience in fragile/conflict-affected or data-scarce settings; familiarity with rural development, agriculture, health or education economics; prior AKDN or similar multi-sector development organization experience. English proficiency required.
