Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.

Overview:

NP has been working in Ukraine since 2022 within conflict-affected communities and individuals across Odesa, Mykolaiv, Kherson, Donetsk, Dnipropetrovsk and Kharkiv Oblasts. Working through Unarmed Civilian Protection (UCP), NP centers local communities in preventing violence and promoting positive peace. NP’s programming focuses on building capacities within local communities to engage in nonviolent self-protection methods such as protective accompaniment/presence, community-led safety and security initiatives such as conflict de-escalation techniques and early warning/response mechanisms. Secured funding spans several years and offers an exciting opportunity to be at the forefront of sustainable, civilian protection.

The Monitoring and Evaluation Coordinator will be in the Program Development department and is responsible for overseeing Monitoring and Evaluation (M&E) in Nonviolent Peaceforce in Ukraine (NPUA). This position is open to international and national candidates.

Job Summary:

The Monitoring and Evaluation Coordinator will be responsible for overseeing M&E processes and initiatives across NPUA programming functions. The role will contribute to strategic design which supports the continued relevance, effectiveness, and efficiency of NPUA programming. The M&E Coordinator will be responsible for NPUA’s assessments, knowledge products, and evaluations. This includes developing data collection protocol, data analysis, report writing, and internal and external dissemination of results. The M&E Coordinator will additionally lead and manage NPUA’s M&E and Assessment team.

KEY RESPONSIBILITIES:
Duties and Responsibilities

• Work closely with the Programmes Department, and field teams to develop and strengthen monitoring and evaluation systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data.
• Act as a central focal point for monitoring and evaluation technical assistance and guidance, ensuring that NPUA maintains requisite levels of quality throughout programming.
• Guide the design of data quality assurance procedures and trainings to ensure accurate and consistent data collection among NPUA field teams.
• Manage processes related to internal monitoring, evaluation and information management including supporting the Programme Development Department develop logical frameworks and performance monitoring plans, review reporting protocols and conduct research activities.
• Manage processes related to external monitoring and evaluation activities including requests for applications, outsourcing of assessments and evaluations, providing technical input, and overseeing communications related to needs assessments, baseline, midterm, and end line studies, post, and other types of evaluations.
• Lead the dissemination of results and findings including developing external communications materials and advocacy.
• Produce high-quality reports on the results of projects against the project goals and objectives.
• Manage quantitative and qualitative data collection for the purposes of programme development and reporting including the design and deployment of innovative electronic data capture, data storage and data security systems.
• Undertake regular visits to the field to support implementation of monitoring and evaluation and to identify where adaptations might be needed.
• Develop an organizational training plan and strategy to support learning and capacity building efforts within NPUA.
• Guide the regular sharing of the outputs of monitoring and evaluation findings with management and field staff including reporting of assessments, evaluations, programme data, lessons learned and good practices.

Qualifications

Education

• Post-secondary Education or bachelor's degree in social sciences, Administration, Information Management, Project Management, or other relevant academic background (essential), master's degree (desirable).

Experience

• At least 3 years of relevant experience in monitoring, evaluation, learning, and research.
• Experience in designing, implementing, and operating project M&E systems from start to end of project.
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management and developing M&E and performance monitoring plans.
• Experience in facilitating and serving as focal person for externally managed evaluations.
• Knowledge of major evaluation methodologies (ex. Quantitative, qualitative, mixed-method, and impact) and data collection and analysis methodologies.

Skills and Competencies

• Good training and facilitation skills with experience providing relevant and appropriate capacity building for staff and partners.
• Proficient analysis and communication skills for the purpose of report writing and presentations.
• Experience in data entry and analysis software such as Salesforce, SPSS, STATA, and Microsoft Excel and Access.
• Familiarity and interest in humanitarian protection, peacebuilding, and violence prevention programming.
• Knowledge and understanding of the Ukrainian socio-economic, cultural, and political conditions.
• Self-motivated person able to work independently without close supervision.
• Able to work effectively in a diverse team environment.
• Comfortable with frequent travel to field locations and living / working in remote areas.
• Able to communicate in oral and written English, as well as Ukrainian and/or Russian.
