Trócaire is an International NGO working with local partners in the world's most at-risk communities to tackle the underlying causes of poverty and injustice. The Programme Accountant plays a critical role in the financial management, compliance and grant oversight of Trócaire's Somalia programme, combining robust financial management and strategic grant support with significant partner-facing responsibilities, especially in the Gedo region. The post is based in Dollow, Gedo, with regular travel to Trócaire operational districts. It is a local position open to Somali Nationals only, and Trócaire does not provide R&R or accommodation support.
Key responsibilities:
- Financial oversight and grant management for donor-funded projects (Gates Foundation, FCDO, Irish Aid, ECHO, UN and other institutional donors), ensuring compliance with Trócaire and donor requirements.
- Monitor budgets, expenditure, cash flows and forecasts using Agresso (Unit4) and Salesforce; prepare accurate financial and donor reports, including variance analyses.
- Support proposal budget development, monthly account closure, Donor Assigned Funds and short-term Institutional Funding grants, quarterly country budget reviews, and grant reconciliation and close-out.
- Coordinate project audits, maintain the audit tracker and support implementation of corrective actions.
- Partner capacity strengthening: conduct partner financial capacity assessments and risk profiling (PCAS tools), develop capacity building plans, review partner financial reports and fund requests, and facilitate compliance check-ins and peer learning.
- Field support: lead financial verifications and spot checks with partners and field finance staff, and prepare for internal and external audits.
- Systems support: upload donor and partner budgets into Agresso with correct coding and maintain grant documentation in Salesforce.
- Contribute financial insights to strategic planning and liaise with Business Development, MEAL and Programme teams.
- Bachelor's degree in finance, accounting, business administration or a related field.
- CPA or ACCA qualification (minimum part III or equivalent).
- Minimum 3 years' experience in financial and grant management for donor-funded programmes.
- Experience with donor regulations (Gates Foundation, ECHO, FCDO, UN, Irish Aid or other institutional funds).
- Demonstrated experience in audit preparation and leading compliance reviews.
- Experience with accounting software (Agresso preferred), Excel and Salesforce (desirable).
- Willingness to travel frequently to field locations; strong analytical, facilitation and communication skills.
- Desirable: familiarity with the humanitarian-development-peace nexus and the Somali context and language.
