Security Cooperation Officer (SCO) Management Program Manager

Key Role:

Develop guidance on how to best manage IAS SCO billets as a model for all AFSCs with a SCO requirement. Respond to general SCO development, funding, support, and metric issues, as required. Develop recommendations to assist with RAS/PAS personnel management tasks. Maintain, analyze, troubleshoot, and update the IAS personnel database. Assist with general IAS branch analytic tasks by gathering and analyzing data, and making relevant suggestions. This position is located in Washington, DC.

Basic Qualifications:

-2+ years of experience in the mission area of Security Cooperation

-Knowledge of security cooperation, international affairs, security assistance, and foreign military sales, including the processes, legislation, and players

-Knowledge of the USAF’s roles and missions

-Knowledge of SAF/IA’s role within and relationship towards the US government's security cooperation community

-Ability to efficiently and effectively work with the Microsoft Office Suite software applications in day-to-day researching, writing, coordination, and revision of communications materials, including briefings, and talking points

-Ability to maintain, analyze, troubleshoot, and write queries for an Access database

-Ability to follow the standards outlined in USAF Handbook 33-337, Tongue and QuillI, in the absence of specific SAF/IA guidance regarding format

-Ability to read, write, and communicate professionally and effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer

-Ability to perform CONUS and OCONUS travel up to 25% percent of the time

-Secret clearance

Additional Qualifications:

-12+ years of experience in Security Cooperation

-3 years of experience with the military, working on an in-country SCO

-Experience with DoD in foreign military sales or international affairs

-MA or MS degree with emphasis in an International Affairs curriculum
